Description
The Naval Surface Warfare Center Port Hueneme Division (NSWC PHD), Port Hueneme, California, intends to issue a sole source Basic Ordering Agreement (BOA) to Lockheed Martin Mission Systems & Training, (cage code 52088; 9500 Godwin Dr. Manassas City, VA 20110) Manassas, VA (LM-MST) and to DRS Laurel Technologies (cage code: 6X365; 825 Greenbrier Cir STE M, Chesapeake, VA 23320 ) (DRS-LT) for In Service Engineering Agent (ISEA) design engineering and Integrated Logistics Support including engineering, research, specialized technical support services and interdependent integration of the legacy Advanced Display Systems, which also includes occasional and/or intermittent RDT & E effort, logistics and material management for repair, modification, overhaul, replacement, and fleet support. Lockheed Martin MST is currently supporting this requirement under contract N63394-12-G-1240, which was awarded noncompetitively on 05 Jun 2013. DRS-LT was found capable due to a long history of producing units, and they currently perform work as a subcontractor. Orders issued under the prospective agreements will be restricted to the two firms in accordance with FAR Subpart 16.505(b)(1) Fair opportunity process. These follow-on competitive procurements are anticipated to be awarded in the 1st quarter of Fiscal Year 2016 (FY16). Pursuant to U.S.C 2304(c)(1), Lockheed Martin MST and DRS Laurel Technologies are the only responsible sources capable of fulfilling the Navy's requirements for continued Advanced Display Systems Support without unacceptable delays until follow-on contracts are awarded. Only Lockheed Martin MST and DRS-LT have the requisite knowledge, and experience to complete financial analysis efforts, functional and design support work, and trial coordination efforts in support of the Q70 program schedules for task orders in the short time frame before award of competitive follow-on agreements. It is anticipated that the contract agreement will consist of one (1) 24-month Basic Ordering Agreement (BOA). The ordering period for the BOA is anticipated to be 18 Dec 2015 through 17 Dec 2017 to enable a fair opportunity process and placement of orders for the continuation of these critical services. The principle places of performance are OCONUS locations. Parties interested in subcontracting opportunities should contact Lockheed Martin MST and DRS-LT directly. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with the two sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all inquiries received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
