Description
The United States Special Operations Command (USSOCOM) has a requirement to purchase Non-Developmental Item (NDI) armored and unarmored Non-Standard Commercial Vehicles (NSCV) with Special Operations Forces (SOF) peculiar modifications, such as various levels of enhanced crew protection (armor), mobility (suspension, brakes, frame/body reinforcements, etc.), and operational capabilities (C4ISR, Infrared Lighting, Blackout Mode, etc.). The Original Equipment Manufacturer (OEM) vehicles to be procured are the Toyota Land Cruisers (TLC) SUV (Model 76,78, 79, and 200), Toyota Hilux Trucks, and Ford Ranger Trucks. These vehicles shall retain the OEM profile while supporting any modifications. The contractor shall provide all material, services and necessary support documentation, which includes but is not limited to providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, fabricate, integrate, produce, and test the required types and quantities of any deliverables, needed to successfully perform under this effort. Material solutions must go through a design review process and approval. Once approved, the materials will be integrated into an initial vehicle lot. The modified vehicles are then required to go through Production Qualification Test (PQT). After successful completion of testing, the Government may issue Delivery Orders for production. The contractor shall produce, manufacture, prepare and deliver associated documentation, provide logistic support, provide technical support, provide field service support, provide training, develop technical manuals and deliver the NSCV in the quantity specified in the resultant contract. The required effort includes the associated Program and Data Management; Government Furnished Property; Meeting and Reviews; System Engineering; Producibility; Testing and Verification; Environment, Safety, and Occupational Health; Human Factors; Test Support; Configuration Management; Engineering Drawings; Item Unique Identification; Technical Publications; Packaging, Handling, Storage and Transportation; Transportability; and Contractor Performance Measurement. It is anticipated that this effort will include procurement, fielding, initial spares and New Equipment Training (NET) for up to an estimated 511 NSCVs, to include both Armored ( estimated 375) and Unarmored (estimated 136). The contract will encompass all eligible Lifecycle Replacement (LCR) vehicles and Emerging Requirements throughout a 7 year ordering period. Due to International Traffic in Arms Regulations (ITAR) restricted material, this effort is limited to individuals who are only U.S. persons in accordance with the Electronic Code of Federal Regulations (e-CFR), ITAR Part 120, specifically 120.14 and 120.15. 120.14 - Person means a natural person as well as a corportaion, business association, partnership, society, trust, or any other entity, organization or group, including governmental entities. If a provision in this subchapter does not refer exclusively to a foreign person (120.16) or U. S. person (120.15), then it refers to both. 120.15 - U.S. person means a person (as defined in 120.14 of this part) who is a lawful permanent resident as defined by 8 U.S.C 1101(a)(20) or who is a protected individual as defined by U.S.C. 1324b(a)(3). It also means any corporation, business association, partnership, society, trust, or any other entity, organization or group that is incorporated to do business in the United States. It also includes any governmental (federal, state or local) entity. It does not include any foreign person as defined in 120.16 of this part. All interested vendors intending to propose as a Prime are expected to already hold a SECRET Facility Clearance and have the ability to store SECRET material as accredited by the Defense Security Service (DSS) in order to be able to receive and propose to the solicitation documentation, which includes a classified Annex necessary for proposing. This procurement will be accomplished using a full and open competition with the intent to award a single 7-year Indefinite Delivery / Indefinite Quantity type contract, issuing cost-plus-fixed-fee (CPFF) and firm fixed price (FFP) Delivery Orders. CPFF Contract Line Item Numbers (CLINs) are anticipated for Engineering, Program Management, and Test Support and FFP CLINs are anticipated for base vehicles and associated modifications. The Request for Proposal (RFP), which will be posted on FBO under this synopsis, is anticipated in late November 2015. Once the RFP is released, Industry will have approximately 45 days to submit a proposal. Contract award is anticipated in the fourth quarter of Fiscal Year (FY) 2016. Draft documents which were previously posted under H92222-15-R-NCSV have been archived and explicit access is no longer being granted. Offerors shall prepare their proposals in accordance with the mandatory, explicit and detailed instructions contained in the RFP. Proposals will be evaluated and award made in accordance with the evaluation criteria in the RFP. The North American Industry Classification System (NAICS) code for this procurement is 336112, with a Small Business size standard of 1,000 employees. A small business subcontracting plan is required for all offerors that do not meet the small business standard size under this NAICS. All contractors must be registered in the Government's System for Award Management, www.sam.gov. This synopsis shall not be construed as a RFP or an obligation on the part of the Government.
