- Transient Alert Services INDUSTRY DAY ANNOUNCEMENT PURPOSE: The purpose of this announcement is to notify Industry that 771 Enterprise Sourcing Squadron, Wright-Patterson Air Force Base, Ohio, plans to hold an Industry Day for the purpose of industry input on the government requirement for a strategic sourcing initiative for Transient Alert (TA) Services. GOAL: The goal of this Industry Day is to request information from the industry regarding the Government's current sourcing strategy plan. We are reaching out in hopes to glean crucial input to validate our market intelligence as well as networking and exchange information between Government and the Transient Alert Services industry. This information will be used as guidance for the upcoming request for proposal pertaining to an Air Force-Wide Transient Alert sourcing solution which differs from what the Air Force has done in years past. The Government plans on discussing with the contractor community the following: •- The current Government concept of TA Services •- Potential Strategies for TA Services and our way forward •- Questions that the government has in regards to potential strategies •- Any additional industry input BACKGROUND: Air Force Instruction (AFI) 21-101 outlines the USAF's guidance for aircraft and equipment maintenance management and defines TA. In AFI 21-101, Section 5.10.6 "Transient Aircraft Maintenance Section" states that "transient aircraft are those aircraft not assigned to a base that are en route from one location to another that may require routine servicing. A TA services contract is needed if there are not enough military support to handle the additional workload. Extensive research specified the types of services that are required in the AF. These services include: arrival/departure, emergency services, de-icing, towing, tie-down, and maintenance. The Better Buying Power (BBP) 3.0 initiatives target the improvement in the acquisition of services by achieving affordable programs, promoting effective competition, and eliminating unproductive processes and bureaucracy. These goals structure the TA services program and our way forward. We have determined that TA services could support the requirements and opportunities to generate efficiencies in services acquisition. LOCATION: Defense Acquisition University (DAU) 3100 Research Blvd Kettering OH 45420 Pod 3, Room 221 DATE: The Transient Alert Industry Day will be held on Thursday, November 19, 2015, from 8:00 a.m. to 5:00 p.m. Please plan to arrive up to 15 minutes early to secure your seat. SMALL BUSINESS PARTICIPATION: Small Businesses are encouraged to participate in the Industry Day, since information provided in this Session will be beneficial for future Transient Alert procurement actions. This draft request for proposal will outline preliminary concepts in the acquisition strategy if the Government chooses to proceed with a future acquisition for an Air Force-Wide Transient Alert sourcing solution. This draft request for proposal will also be the focal point for discussions of potential strategies going forward at this Industry Day. Companies are advised that subcontracting/consulting/teaming arrangements will be acceptable and discussed at this event. This announcement and subsequent draft request for proposal are not intended to guarantee procurement of any services, and shall not be construed as a commitment by the Government to enter into a contract. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for costs incurred in responding to this announcement or attendance to this Industry Day.
