Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify qualified and experience large and small business that are interested in and capable of performing the work described herein, and posted as a market research tool only. The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs (8(a), Hub-zone, Service Disabled Veteran Owned Small Business, Woman Owned, and small businesses less than 500 employees). This Source Sought is for firms with a North American Industry Classification System (NAICS) Code 237990. The Norfolk District, Corps of Engineers is seeking qualified, experienced firms capable of performing MAINTENANCE DREDGING OF PORTIONS OF CHERRYSTONE CHANNEL OF THE CAPE CHARLES, VIRGINIA FEDERAL NAVIGATION PROJECT. The work consists of dredging approximately 200,000 cubic yards of maintenance material from the Federal channel. The dredging will be performed to a required depth of -18 feet MLLW with an additional one foot of allowable overdepth. All material will be dredged by hydraulic cutterhead dredge. Approximately 100,000 cubic yards of the dredged material will be placed hydraulically at the Town Beach of Cape Charles. The remaining 100,000 cubic yards of dredged material will be placed hydraulically at the existing upland placement site in Cape Charles. Dredging will require approximately 3.5 miles of hydraulic pipeline for the beach placement and approximately 4.5 miles of hydraulic pipeline for placement at the upland site. We are requesting that all interested and qualified businesses respond to this sources sought notice with a capability p, which shall include at a minimum: (1) Identification and verification of the company's small business status, (2) Cage Code and DUNS number, if applicable, 3) The level of performance and payment bonding capacity that the company could attain for the proposed project. (4) Descriptions of Experience - Provide descriptions of your firm's past experience on projects similar in scope as outlined above to projects completed within the last five years which are similar to this project in size, scope, and dollar value. Provide documentation demonstrating construction experience for projects of similar type buildings involving management of multiple sub-contractors. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information. 1. Firms's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years): 4. Brief description of the project, (customer name, timeliness of performance, and dollar value of 5. the project) - provide at least 3 examples. 6. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or WOB. 7. Firm's Joint Ventures (existing), including Mentor Proteges and teaming arrangement information is acceptable. 8. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. Services similar in size to this project include: Services that are similar in scope as outlined above a. Services similar in dollar value to this project include a range would be $1,000,000 to $3,000,000. A statement of the portion of the work that will be self-performed for this work, and how it will be accomplished. Please only include a narrative of the requested information; additional information will not be reviewed. Anticipated solicitation issuance date is on or about 14 December 2015. The estimated proposal due date will be on or about 15 January 2016. The construction period of performance is approximately 100 calendar days. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities (FBO) www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request. No solicitation is currently available. Interested Firm's shall respond to this Sources Sought Synopsis no later than noon, 23 November 2015. All interested firms must be registered in SAM to be eligible for award of Government contracts.
