Description
This is a sources sought synopsis only. This is not a request for proposals or qualifications. This notice does not represent a commitment by the government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration (GSA) is constructing a Memorial to Dwight D. Eisenhower in Washington DC. The four acre project site is located one block from the National Mall. The design includes two Bas Reliefs carved in stone. The reliefs are part of a larger stone clad element that also includes inscriptions and a platform for bronze sculptures. The bas reliefs form a background to a grouping of bronze sculptures. This sources sought is specific to the fabrication and installation of the carved stone bas relief portion only. Each bas relief is 12' high x 36' long and the stone thickness being contemplated is approximately 10". The relief is broken into smaller size panels which will be anchored to a structural concrete substrate behind the bas relief wall. The stone relief will be carved to match an artist's concept maquette. The stone carving fabrication will require collaboration with the artist for the reliefs. It is anticipated that the fabrication of the bas reliefs will require a combination of mechanical and hand carving techniques to meet the design intent. A potential offeror must have the ability to: a. Provide high quality stone carved art for a Presidential Memorial b. Participate in the stone selection, along with the architect, artist and other stakeholders c. Provide large scale carved mockups for aesthetic evaluation d. Provide dimensioned drawings coordinated with adjacent construction e. Engineer stone anchoring system to support the carved stone bas relief panels. f. Install bas reliefs on site in coordination with adjacent construction g. Provide typical ASTM and other stone testing analysis GSA is anticipating awarding a best value, firm fixed price contract for the construction of the entire memorial. The stone is a specified item included within the overall project scope, and is not a stand-alone procurement. The Government will review each response and will use the information it receives in response to this advertisement as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. This market research is being conducted under North American Industrial Classification System Code 327991. The small business size standard for this NAICS code is 500 in number of employees. If you are an interested firm, please provide a Written Letter of Interest, company brochure or literature (if available), and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Is your firm capable of providing design, engineering and fabrication of such a product? If yes, please provide a description and images of your artistic stone carving ability, production capabilities, fabricating machinery, and processes. 2. Has your firm designed and fabricated an art piece similar to this product in both type and size? If yes, please provide two references. The Written Letter of Interest must contain the following elements, at a minimum: 1. Name and address of company (inclusive of phone and fax numbers); 2. Name of Individual within the company who will be the contact person, if the Government requires additional information; 3. Tax Identification Number, Dunn & Bradstreet No.; 4.
