Description
REVISED SOURCES SOUGHT SYNOPSIS a. Air Force IDIQ contract FA9302-11-D-0004 b. Partial Product Catalog-Redacted (Exhibit "A"), Teletronics Technology Corporation (CAGE: 1EGB0), IDIQ: FA9302-11-D-0004, attached. Product catalog is redacted to protect proprietary pricing and other sensitive information. The Air Force Test Center (AFTC), 412 Test Wing, 412 Test Engineering Group (TENG), Edwards AFB, California, seek s to identify commercial sources of products and services for high speed data acquisition systems (HSDAS ) in support of current and future flight test programs. The airborne flight test, training, and ground telemetry HSDAS are highly advanced instrumentation systems specifically designed for aerospace flight test applications. The Government is considering awarding a five (5) year Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), to support Combined Test Force (CTF) programs at Edwards AFB as well as other Government agency requirements at Edwards AFB. Test programs to be supported by vendor products and services include but are not limited to T-38, F-16, F-22, F-35, C-130, C-17, KC-10, KC-46, KC-135, B-1B, B-2, B-52, UCAS and Global Hawk/UAVs. Thus, the HSDAS must be reconfigurable and scalable for a wide range of very diverse project/program requirements, and be very flexible to meet changing requirements within these test programs. The HSDAS must satisfy a wide range of environmental, EMI/RFI and technical performance requirements as required by identified fighter, bomber, cargo and UAV/UAS aircraft. Thus, an example "typical" system configuration could not be provided. However, the HSDAS currently in use span the range of 100 to 200,000 measurands (50-5500 analog channels (end item transducers) and 100 - 200,000 electronic (e.g. avionics data bus, discretes, etc.). Responses should identify what commercial-off-the-shelf (COTS) products the vendor produces, and services that the vendor can provide that "cover" CLINS on the current IDIQ contract (references b.) Responses should address form, fit, and function equivalency to the CLINS on the current IDIQ contract. Please note the current IDIQ CLINS cover products, repair, upgrade/enhancement of products and technical support, both from the factory and on-site. Details of "how" the vendor's units "cover" CLINs on the current contract are solicited and will be a factor in the Government's evaluation of whether a vendor is a viable source of HSDAS products and services that may meet the HSDAS contract requirements. The vendor should identify their experience and expertise in providing state-of-the-art flight test data acquisition system products. The vendor (s) should also identify experience and expertise in supporting new data acquisition requirements including but not limited to those defined in Range Commanders Council (RCC) Document IRIG 106, " Telemetry Standards ", for applicable products. The vendor should also address their expertise to provide upgrade/enhancement to meet new HSDAS requirements or correct deficiencies. Additionally, the IDIQ contract will require the vendor(s) to support legacy products (Exhibit A). The legacy equipment includes hardware and related software/firmware products supplied by Teletronics Technology Corporation. For legacy products, the vendor(s) should address how they will provide: upgrade/enhancement services to meet new HSDAS requirements or correct deficiencies; maintenance, repair, technical support and field services; and replacement for hardware and firmware/software products as required.The responder is requested to specifically address details of how they can satisfy the requirements identified in this paragraph. The Government does not own and cannot supply any proprietary information or intellectual property with regard to legacy, previously installed equipment. The legacy equipment and new or enhanced airborne equipment and all installations must maintain compliance with RCC document IRIG-106-15 and with previous publications of IRIG-106 it was produced under. Continuation of such compliance must be ensured. Once under contract, any new products the vendor proposes to be added to the Product Catalog shall be compliant with the then current version of IRIG 106 and with future versions Compliance of IRIG-106 will be required as they are published. Nominally, digital recorder input/output file formats shall be in compliant with IRIG-106. Legacy equipment is CAIS compliant and shall retain this capability. New equipment may be required to be both CAIS and IP Network capable. All products offered must be stable and mature, and be either demonstrably in production or production ready, or COTS; development of new or proposed modified products is not in scope for this effort. However, upgrades and enhancements to existing designs may be required in the execution of the contract, and non-recurring engineering will be purchased on those occasions. For example, technical recording requirements for higher data rates and new data types that will be defined in future versions of Range Commanders Council (RCC) Inter-Range Instrumentation Group (IRIG) 106, (e.g. Chapters 9 and 10 Ethernet/Gigabit Ethernet (IEEE 802.3), Fire-wire (IEEE-1394b, Universal Serial Bus (USB), RS-232/422, SCSI, SATA, and eSATA). Again, the Government does not own and cannot supply any proprietary information or intellectual property with regard to legacy, previously installed equipment. The vendor(s) must provide its own capability to support the flight test instrumentation community legacy and new requirements. Please address your company's compliance with ISO 9001 and AS-9100 Rev C standards. The vendor (s) will not be required to have or maintain a secured facility. The vendor(s) will be required to provide personnel holding a current DoD SECRET clearance to provide technical support at Department of Defense (DoD) and other DoD contractor facilities. In addition to DoD SECRET clearances, the vendor's personnel selected to provide on-site technical support shall meet the criteria for being granted access to non-collateral classified projects/programs. In summary, the primary response to this Sources Sought Synopsis should be a list of what production-COTS items responding company provides that satisfy the functionality of current CLINs on IDIQ contract FA9302-11-D-0004 (reference b.). Additionally, the Government solicits technical performance and Size Weight and Power (SWAP) information on these COTS items. In addition, provide information to demonstrate compliance with standards referenced above. Provide an explanation of which CLINS and applications the company will propose to supply/support with respect to data acquisition, signal conditioning, data measurement and conversion, data transmission, data recording, data playback, and/or system support (e.g., installation, diagnosis, maintenance, repair, upgrade) of the legacy equipment. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This SSS is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or services whatsoever. Furthermore, the Government is not seeking proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this SSS. All costs associated with responding to this SSS will be solely at the responding party's expense. Proprietary information will be safeguarded in accordance with all applicable Government regulations. Proprietary information or trade secrets should be clearly identified. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Vendors are encouraged to submit questions and potential risks and mitigations associated with this acquisition related to this solicitation. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in Federal Acquisition Regulation (FAR) 31.205-18, Bid and proposal costs. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative as a result of this SSS. Responses to the SSS will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The Government anticipates award for this effort in the 3 rd quarter of 2016, with substantive work to begin immediately thereafter.
