- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 11142015 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. The associated North American Industrial Classification System (NAICS) code for this procurement is 452111 with a small business size standard of $32.50M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2015-11-16 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Washington, DC 20535 The Federal Bureau of Investigation requires the following items, Brand Name or Equal, to the following: Base Period of Performance: 10/01/2015 - 09/30/2016 LI 001: Please see the attached Bill of Materials 1.The Government seeks to procure software renewals that are brandname or equal to each of the BMC products listed in the attached bill of materials. 2.See attached bill of materials for product descriptions and quantities. 3.*Please Note: Prior to award, a Company Threat Assessment (CTA) will be conducted by the FBI. Therein, it is requested that all interested vendors complete the attached Acquisition Risk Questionnaire and Key Management Personnel Listing in order to submit to the contracting officer for consideration.* 4.A VPAT/GPAT is requested for submission alongside a quotation. Responses to this solicitation will only be considered for award after it has been determined that the proposal adequately addresses the requirements for Section 508. Only proposals which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration. 5. All quotes will be evaluated on the basis of lowest price technically acceptable. The following evaluation factors will be used: technical acceptability, past performance, and 508 compliance. *TECHNICAL ACCEPTIBILITY* All quotes will be evaluated to determine whether they comply with the attached product description/quantities spreadsheet. *PAST PERFORMANCE* The government will evaluate past performance through consideration of all available Government sources. Past performance will be evaluated on a pass/fail basis. PASS: Contractor has a record of consistently providing quality, on-time products and services that conform to contractual requirements. FAIL: Contractor does not have a record of consistently providing quality, on-time products and services that conform to contractual requirements. A lack of available past performance information will not be held against the contractor. In the event no past performance information is available, the offeror will be given a Passing score for this evaluation factor. *508 COMPLIANCE* The government will evaluate Section 508 compliance through review of the offerors responses provided in the attached GPAT. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Federal Bureau of Investigation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Federal Bureau of Investigation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
