Description
The United States Patent and Trademark Office (USPTO), Office of Patent Information Management (OPIM), has a requirement for a fully automated prior art searching solution that will use existing unexamined patent applications as search query inputs and provide relevant search results. The objective of the Pre-Search project is to deploy into production to a pilot (limited user set) audience a system that uses the pilot users' existing unexamined patent applications as search query inputs to a fully automated prior art searching service and providing those results to the pilot users when they take up the cases for action in a manner that increases the convenience and efficiency of the examination. The associated North American Industry Classification System (NAICS) code for this requirement is 541990 (All Other Professional, Scientific, and Technical Services), proposed Federal Supply Code (FSC) is B599 (Other Special Studies & Analysis). And Small Business Size Standard is $15,000,000.00. Estimated ceiling amount is $1.6 M. The requirement was publicized on June 22, 2015 using a Request for Information (RFI) notice posted at www.fbo.gov. Of those who responded to the RFI, several were selected to provide a demonstration of their product's capabilities. The results of the RFI, as well as the demonstrations, indicated that only a limited number of vendors are most likely to successfully meet the agency's needs under the stated scope of objectives. As a result of the USPTO's exemption from the Competition in Contracting Act, the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Guidelines Subpart 6.1.1 and the Patent and Trademark Efficiency Act 35 U.S.C. §2(b)(4)(A) and as a result, the solicitation shall only be issued to the limited number of qualified vendors. The anticipated award date is February 29, 2016 and the base period of performance is March 1, 2016 through December 30, 2016. This notice is not a request for competitive proposals.
