Description

JOTFOC determination per GSAM 570.402-5 allows for negotiation with the current lessor when a cost-benefit analysis shows that the Government cannot expect to recover relocation and replication costs through competition. Based on 41 U.S.C.§3304(a)(1) and FAR 6.302-1(a), the existing Leased location near the University of Oklahoma's Max Weistheimer Airport is the only source that will satisfy the requirement of the National Severe Storms Laboratory, National Weather Testbed (NWRT), and Phased Aray Radar (PAR) function. GSAM 570.402-5 allows for negotiation with the current lessor when a cost-benefit analysis shows that the Government cannot expect to recover relocation and replication costs through competition. The results of the Cost-Benefit Analysis done for this site are contained in the table below. For purpose of this analysis the low and high-end of the target rental range established by the market survey were used. Also, per guidance from the NSSL, a site relocation cost of $2,000,000 was used.
