- The Defense Information Systems Agency (DISA), Implementation & Sustainment Center (ISC), Joint System Engineering and Integration Office (JSEIO) (IMJ) is seeking sources for The Chairman Joint Chiefs of Staff (CJCS) Emergency Action Procedures (EAP) Operational Assessment and Certification Program (CJCS-EAP OACP) Support. CONTRACTING OFFICE ADDRESS: Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organizations - National Capital region (DITCO-NCR) - Code: PL61, P.O. Box 549, Ft Meade, MD 20755. INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability within industry to provide the required services. The Defense Information Systems Agency is seeking information from potential sources to perform technical support services for the following responsibilities: • ensuring that national nuclear command and control (NC2) assets, personnel and procedures provide the national military and civilian leadership with the ability; • means to manage and direct appropriate forces, support command; and • control (C2) elements, respond to all threats, and employ forces appropriately. The Director DISA, designated the Nuclear C3 Systems Engineer by CJCSI 5119: Charter for the Centralized Management, Operations and technical Support of the Nuclear Command Control and Communications System (NCCS) has supported the Joint Staff's Staff Assessment Visit (SAV) OACP (Operational Assessment and Certification Program) for over two decades. JSEIO was established by the DOD CIO under the charter "Strategic and National Command, Control, Communications and Intelligence (SNC3I) JSEIO signed in April 2013 by the Deputy Secretary of Defense. The charter formalized the mission of JSEIO in supporting DISA's mission as the Nuclear C3 Systems Engineer. One of JSEIO's missions is to support the Joint Staff's SAV Program. JSEIO is seeking information for potential sources for developing and providing necessary materials and assistance to the Joint Staff Nuclear Operations Division (NOD) to enable them to assess and certify Department of Defense (DOD) Combatant Command (CCMD) Battle Staffs and National Military Command System (NMCS) Operations Teams (OTs) against requirements derived from the CJCS-EAP and from related procedures and instructions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: HC1047-11-C-4016 Contract Type: Cost-Plus-Fixed-Fee Incumbent: Richard S. Carson and Associates Method of previous acquisition: Other than full and open competition. The contractor shall provide DISA/JSEIO with support to the Joint Staff nuclear command and control (C2) Operational Assessment and Certification program (commonly referred to as the SAV/CAV program) by producing assessments, enabling materials and assisting the Joint Staff administering the SAV/CAV assessments at CCMD primary and alternate command centers and at the National Military Command Center (NMCC) location (including its alternate). The requirement consists of the production of realistic and appropriate scenario backgrounds and timelines including detailed and accurate scenario conferencing scripts, message injects, and all other materials and specified on-site support requirements. List Anticipated Time Frame: Jul 2016 - Jun 2021 Place of Performance: 1. Pentagon, Arlington, VA2. Classified Alternate Locations REQUIRED CAPABILITIES: DISA, in its role as the designated the Nuclear C3 Systems Engineer, is tasked by the Joint Staff to produce materials and provide support for NC2 Operational Assessments. Comprised of realistic and appropriate scenario backgrounds and timelines, detailed and accurate scenario conferencing scripts and message injects, and other required assessment enabling materials and specified on-site support that is consistent with the SAV/CAV program. DISA is specifically tasked to complete requirements contained in several key DOD Directives and Joint Staff Instructions - most notable for this work: 5119.0 I "The Charter for the Centralized Direction, Management, Operation and Technical Support of the Nuclear C2 System." The criticality and visibility of this work is quite high testing the support the CCMDs are tasked provide to the Chairman Joint Chiefs of Staff (CJCS), Secretary of Defense (SECDEF) and the President of the United States (POTUS). The requirement is to provide a high quality product that meets strict Joint Staff criteria for content as well as meeting very strict and non-negotiable delivery timelines. This technical support requires the application of a wide range of highly specialized knowledge and skills pertaining to the intricacies of national level nuclear C2 operations and procedures governed by EAPs, CJCS Instructions, and associated implementing instructions and directives. Other requirements are: 1. Working familiarity and proficiency with the operation and use of the Nuclear Planning and Execution System (NPES). NPES is considered the central element used for nuclear force planning and management and a major component is SAV assessments. 2. Proven capability to build assessment events and injects using Automated Data Processing (ADP) systems and communications protocols unique to the NC2 mission. This includes the building and specifying nuclear attack and expected response scenarios using mission specific ADP such as the Nuclear Planning and Execution System (NPES, the Global Summary Message (GSM) system, the attack warning Processing and Display System (PDS) and unique platform specific ADP and communications interfaces 3. Produce both a top level checklist and a comprehensive data file of all proposed Processing and Display System (PDS) SIMSCENEs, which are used to simulate detailed enemy (nuclear) attack situations for all scenario events 4. A demonstrated knowledge of United States (US) military capabilities to defend against and prosecute a response to an enemy's attack against US as well as demonstrated thorough knowledge of enemy military capabilities. Both are critical the development of an effective SAV scenario. 5. A thorough knowledge of the roles, missions and mission devolution for the National Military Command System (NMCS) and Nuclear Command Control (NC2) Platforms is required. 6. Create scripts that facilitate effective assessment of battle staff actions and advise to senior leadership. 7. Knowledge of emergency/contingency operations - Another significant factor in the SAV assessments is incorporation and assessment of contingency operations and C2 as performed by alternate command platforms. Much of the procedures and performance are specified within the Survivable Mobile Command Center (SMCC) Operations Order - a Joint Staff instruction. 8. Understanding of Intelligence products, and their form and utility to NMCS and CCMD command centers and platforms supporting NMCS missions. 9. Demonstrated experience in the processing and analysis of current and emerging worldwide threats and concerns - both state and non-state - political, military and otherwise as well as an understanding of DOD's reliance on the NMCS for decision making. SPECIAL REQUIREMENTS • Positions require a minimum of final TOP SECRET with access to NC2-ESI CAT A, B & E; and • At time of proposal submission, the offerors' personnel performing under the contract will require Sensitive Compartmented Information (SCI) access clearance that will be adjudicated by the Defense Intelligence Agency (DIA) prior to award. SOURCES SOUGHT: This Sources Sought is unrestricted. However, to assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, Small Businesses responding to this Sources Sought are encouraged to provide information regarding their plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Small Businesses should provide information on how the company envisions their areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
