- NOTICE OF INTENT FOR PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Network Contracting Office (NCO) 3, James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to LJM Engineering Group INC, 439 US Highway 46 STE, Rockway, NJ 07866-3631. LJM Engineering Group is to complete the remaining 10% of the design of the animal research lab portion of the project and furnish all necessary labor to provide construction period services (CPS) Place of performance: VA Brooklyn Campus 800 Poly Place, Brooklyn, NY 11208 Period of Performance: The period of performance is Three Hundred and Sixty Five (365) calendar days from award notice. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than NOV 20, 2015, at 1:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after NOV 20, 2015, at 1:00 PM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with LJM Engineering Group INC. The government believes that the below described services (please see the SOW) cannot be provided by another firm within a timely and practical manner. LJM Engineering Group INC has been preforming the AE services for this project, but the design funds expired as of 09/30/2015 due to the construction delay. The VA needs to continue with this project, and LJM Engineering Group INC has unique capabilities to provide the government's requirement within a timely and practical manner. The government believes that it would be highly unusual for another design professional to take on the aforementioned responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Phillip Kang, Contract Specialist @ Phillip.kang@va.gov The Government anticipates awarding a firm-fixed- price contract. A determination as to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. Scope: 1)The A/E shall act in an advisory and consultant capacity to the Contracting Officer's Representative during the entire period of project construction. 2)Complete the remaining 10% of the design of the Animal Research Lab portion of the project. 3)Review and field verify existing conditions in all affected areas. 4)Prepare contract drawings and specifications. 5)Prepare a detailed cost estimate. 6)Design must confirm to the VA Design Criteria (Electrical, Plumbing, etc.), the National Electric Code and all applicable NFPA codes. 7)Furnish four (4) copies of review documents for the 100% review. 8)Contract originals shall be prepared on standard VA drawing sheets of Mylar using AutoCAD 14. The AutoCAD database shall be turned over to the VA on a compact disc. 9)The A/E shall assist the Contracting Officer and his/her Contracting Officer Representative to interpret the Construction Documents and shall recommend any actions he seems suitable for the satisfactory prosecution of the construction work. 10)The A/E shall prepare any supplemental drawings, specifications or other documents that may be required to clarify or supplement the Construction Documents. 11)The A/E shall assess and respond to in writing to all RFIs (Request For Information) from the Construction Contractor to clarify or supplement the Construction Documents. 12)The A/E shall make visits to the Project site, observe the construction and advise the Contracting Officer's Representative of any deviations or deficiencies. 13)The A/E shall upon substantial completion of construction provide a "Punch List" of deficient construction items to the VA. 14)The A/E shall check Construction Contractor's Submittals (shop drawings, detail drawings, schedules, descriptive literature and samples, testing laboratory reports, field test data and review the color, texture and suitability of materials) for conformity with the design concept and Construction Documents. The A/E shall recommend approval, disapproval, or other suitable disposition. The A/E shall provide upon completion of construction "As-Built" drawings to the VA. "As-Built" drawings shall be based on marked up prints from the Construction Contractor.
