- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), in Beltsville, MD, intends to negotiate on a sole source basis a contract with Kenneth W. Vick, 13625 SW 89 Terrace, Archer, FL 32618-4308, to provide advice, counsel, and assistance to the ARS and the Animal and Plant Health Inspection Service (APHIS) Senior Management, as well as to the USDA Office of the Secretary and senior leadership at the US Environmental Protection Agency and State Department, on issues related to the methyl bromide phase-out, methyl bromide alternatives and methyl bromide alternatives research program, Montreal Protocol, and the use of methyl bromide for quarantine and preshipment (QPS) uses. Services will include interaction with ARS scientists working in the National Program 308, Methyl Bromide Alternatives Research Program, as well as customers, stakeholders, and partners impacted by regulatory actions taken regarding methyl bromide. Services will include attending Montreal Protocol meetings and meetings of the Methyl Bromide Technical Options Committee. The contractor will provide advice and counsel to these committees relative to methyl bromide postharvest and quarantine issues. These committees make recommendations to the member countries to the Protocol. It is estimated the contractor will travel to three international meetings during the 12 month contract (Argentina and two additional foreign countries to be determined at a later date). The completion of services for report preparation is not to exceed 120 hours. The circumstance permitting other than full and open competition is FAR 13.106-1 and 41 USC 253(c)(5), only one responsible source and no other type of supplies or source will meet agency needs. Dr. Vick is the only contractor with the scientific and quarantine experience and international stature along with longstanding membership on the Montreal Protocol MBTOC and QPS to effectively discharge the responsibilities of this contract. Dr. Vick has more than 19 years experience leading the ARS research program dealing with methyl bromide and quarantine issues. He has been the State Department nominee to the Montreal Protocol Methyl Bromide Technical Options Committee since the committee's inception in 1992. More recently, he was the APHIS/ARS/State Department nominee to the Montreal Protocol Quarantine/Preshipment (QPS/Preshipment) Taskforce at that committee's inception in 2005. He has participated on over 20 trade negotiation teams involving commodity treatments, especially, methyl bromide, to remove quarantine barriers to export of U.S.-produced commodities. He has led the ARS program for over 19 years that has developed many alternative commodity treatments that have replaced the stratospheric ozone depletory, methyl bromide. Dr. Vick is the only contractor qualified for this assignment since he has unique and detailed knowledge of national and international research programs on methyl bromide alternatives, extensive involvement with international community in the regulation of methyl bromide and broad knowledge of quarantine/preshipment uses of methyl bromide and the real-world effect that regulation of QPS methyl bromide would have. His knowledge and expertise will satisfy the Agency's and Department's need of effective representation on international technical committees related to methyl bromide and for immediate expert advice and counsel related to methyl bromide policy matters. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
