- The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The U.S. Army Corps of Engineers, Kansas City District, intends to issue a Request For Proposals (RFP) on or about December 7, 2015 on the FedBizOps website at www.fbo.gov. This requirement includes a Design-Bid-Build (DBB) construction project entitled KC-46A De-Icing Pads at McConnell Air Force Base, Kansas 67221. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $1,000,000 to $5,000,000. The NAICS code for this specialty is #237310 (Highway, Street, and Bridge Construction). The size standard is $36.5 million. This requirement will be a Total Small Business set-aside. Proposals received in response to the solicitation will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value using the tradeoff process. This RFP will result in the award of a single Firm-Fixed-Price (FFP) construction contract. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. This project requires the construction of the KC-46A De-icing Pads. This requirement will add to and alter existing concrete deicing pads with asphalt shoulders, enlarge existing effluent collection and storage system, pumps, replace existing taxiway edge lights, include appropriate airfield pavement markings and all other necessary work for a complete and usable facility. In addition, this requirement will provide a viable aircraft de-icing capability, which is paramount for any cold-weather military installation with an active runway, such as at McConnell Air Force Base, KS in accordance with the contract specifications. The estimated performance period for completion of construction is 240 calendar days from Notice to Proceed (NTP).
