- The US Department of Labor, Office of Job Corps, has a requirement for qualified contractors with the capacity to provide design-build services for the renovation of the existing Welding Shop Classroom and Training in Building #290 at the Pine Ridge Civilian Conservation campus. Design services for the project include field investigation and assessment of the exisitng building envelope to determine the best course of action to expand the Welding Shop Classroom and the Welding Shop work area and preparation of the construction documents for the selected renovation schemes. Pertinent factors for consideration of capabiities (in order of importance). 1. Previous projects of similar scope and value: A. Contractor has provided design and construction services on two or more building envelope assessment and rehabilitaiton projects with a $100K to $250K constructed value within the last five (5) years. B. Contractor has previous experience on projects with metal building systems. Provide previous project examples that include the location of the project (City and State), the project owner, a brief and concise description of the project scope, speciality design consultants employed, a comparison of the construction budget versus construction award value, and the final contract amount. 2. Project Location: Contractor has completed three or more projects in the last five (5) years indicating familiarity with state and local codes, environmental conditions, economic conditons, and the experience/qualifications of its local design consultants. 3. Cost Control, project schedule, safety, and quality of work A. Contractor has a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the contract award/NTP date, the original contract completion date, and the actual contract completion date for each project. B. Contractor has proven record of excellent performance by reducing cost and completing projects on or below budget. Using the previous project examples indicate the contract award amount, the final contract value, and the percentage of change order value relative to the total construction value for each project. C. Contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award of contract. The Government does not intend to award a contract based on responses, or otherwise pay for the preparation of any information submitted. Entities responding to the Sources Sought should submit the minimum information necessary to the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. Please provide your DUNS number with your submission. Responses are due November 30, 2015 by 2:00 pm, EST, and must be transmitted electronically via e-mail to thorpe.olivia@dol.gov (Olivia J. Thorpe, Contract Specialist). Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
