Worth, TX) AbstractThe Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for the modification to Runway 7 Approach Lighting System with Sequenced Flashing Lights (ALSF) Stations inside the Runway Safety Area (RSA) and ALSF Access Road at Toledo Express Airport, OH. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I REQUIREMENT SCOPE This project consists of the removal and replacement of several High Intensity Approach Lighting System (ALSF) stations located inside the runway safety area of the Toledo Express Airport (TOL) serving runway 07. Work includes modifying and installing screw anchor foundations, incidental cabling, duct work and other electrical work plus grading the surrounding areas to meet runway safety area requirements and modifying and extending the existing asphalt access road. All work shall be in accordance with the project plans and specifications. The estimated value of the proposed construction project is between $250,000.00 and $500,000.00. Contract performance time will be 40 calendar days. The awarded project will begin in spring 2016. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price per project. The North American Industry Classification System (NAICS) is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 Million. This procurement is a set aside for Small Businesses. SECTION III- GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Prospective offerors must receive a Go on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors. To receive a Go rating the offeror must have 5 years of experience performing the type of work described in Section I at an airport or other FAA/life safety facility, and must provide past experience information for three projects of the same size/scope that have been successfully completed within the last five years. All past performance must include contract number, dollar value, duration, and project owner point of contact, with phone number and email. Responding companies must be able to provide the necessary bonding for a project of this size (construction estimate of $250,000.00 and $500,000.00). Responding firms must submit the following completed documents: 1. Business Declaration 2. Sensitive Security Information Form 3. Past Experience Information The information provided will also be used as part of the responsibility determination. Responses must be emailed to elisha.ctr.distler@faa.gov, no later than 4:00 PM CDT 11/23/15. Please place "Attention: Toledo ALSF repair in the subject line of your email. No telephone requests will be accepted. Requests received after this date and time will not be honored. Failure to submit all required information will deem the request for solicitation as non-responsive. Solicitation packages will be provided to the first 12 requestors receiving a Go rating on their submission.
