- Diesel scope of work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is IBM16-02 and this solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-83. This is a small business set aside. The associated NACIS code is 424720 -- Petroleum and Petroleum Products Merchant Wholesalers (except Bulk Stations and Terminals) and the small business size standard is 100 employees. CLIN Structure: CLINDescriptionQtyUnitUnit PriceTotal Price 001The Contractor shall deliver Low Sulfur Diesel and services required to operate Mexico Sludge Trucks located at 2995 Clearwater Way, San Diego, CA 92154. Delivery shall be provided on an as needed basis to a 6,000 gallon aboveground tank. Estimated Usage: 3,000 to 4,000 gallons every 2-plus months (total 18,000/year). Price shall be expressed as price per gallon + OPIS, and applicable taxes shall be detailed. GL18,000 TOTAL Refer to attached Scope of Work for description of the requirement to include dates and places of delivery, acceptance, and FOB point. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on location of deposition site, understanding of project administration tasks, and past performance. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The Contractor shall provide a narrative addressing technical acceptability. The narrative shall not exceed three (3) pages. There is no page limit on the other items required by the solicitation.
