Description
The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for construction services to replace Runway 14 Locator and Glide Slope and replace Runway 32 MALSR Station 8 at Youngstown-Warren Regional Airport, Ohio. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. SECTION I REQUIREMENT SCOPE The project shall consist of three phases. Construction of the new runway 14 Localizer shall take place in Phase 1. The contractor shall do all earthwork and place foundations for new antenna array and assemble new antenna on foundations. Construction for the replacement of the runway 14 Glide Slope (GS) shall take place in Phase 2. Work shall include removal of existing GS, construction of new GS, and all work inside GS shelter. Phase 3 shall include all work associated with the replacement of runway 32 MALSR station 8 and the removal of the existing runway 14 LOC antenna to include both MALSR and LOC foundations, and construction of new foundation for MALSR station 8. This phase should also include the running of all new LOC cables (coax cables shall not be terminated) and all remaining work inside LOC shelter shall be completed. All work shall be in accordance with the plans and specifications. The estimated price of the proposed construction project is between $250,000.00 and $500,000.00. Contract performance time will be 60 calendar days. The estimated start date is summer 2016. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED AS PART OF THE SOLICITATION. SECTION II- CONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price per project. The North American Industry Classification System (NAICS) is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 Million. This procurement is set aside for Small Businesses. SECTION III- GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Prospective offerors must receive a œGo on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors. To receive a œGo rating the offeror must have 5 years of experience performing the type of work described in Section I at an airport or other FAA/life safety facility, and must provide past experience information for three projects of the same size/scope that have been successfully completed within the last five years. All past performance must include contract number, dollar value, duration, and project owner point of contact, with phone number and email. Responding companies must be able to provide the necessary bonding for a project of this size (construction estimate of $250,000.00 and $500,000.00). Responding firms must submit the following completed documents: 1. Business Declaration 2. Sensitive Security Information Form 3. Past Experience Information The information provided will also be used as part of the responsibility determination. Responses must be emailed to elisha.distler@faa.gov, no later than 4:00 PM CDT 11/24/15. Please place "Attention: Youngstown Runway Project in the subject line of your email. No telephone requests will be accepted. Requests received after this date and time will not be honored. Failure to submit all required information will deem the request for solicitation as non-responsive. Solicitation packages will be provided to the first 12 requestors receiving a ˜Go ™ rating on their submission. NOTE: Contractors must have active registration in System for Award Management (SAM), www.sam.gov before award can be made.
