Description
Constructs a 2 story maritime surveillance system facility using a structural steel frame, rib blocked exterior wall system, deep foundation steel piles, grade beam foundation, concrete slab, and modified bitumen roofing system on a steel-framed supported slab designed. This project will be constructed as an addition to Building #470. The new facility shall include Naval Ocean Processing Facility (NOPF) training operations, computer data center, data center watch floor, complex integrated audio visual wall system, administrative, and watch stander spaces. Supporting spaces include male and female locker rooms with showers and a coffee mess/break room. The facility includes maintenance operations and administrative spaces. Constructs a NOPF Utility Facility which will house the mechanical and electrical equipment to support the NOPF. Built-in equipment includes emergency generator and uninterruptable power supply, a dry chemical firefighting system, raised computer flooring and lightning protection. Special costs include post construction contract award services (PCAS). Special costs include monitoring during Secure Compartmented Intelligence Facility (SCIF) construction; including surveillance by Construction Security Technicians and Cleared American Guards during secure space finish work in accordance with Intelligence Community guidance. Construction monitoring is required to observe the construction to ensure there are no abnormalities that could affect and compromise the security of the SCIF. Operations and maintenance support information (OMSI) is included in this project. Department of Defense and Department of the Navy principles for high performance and sustainable building requirements will be included in the design and construction of this project in accordance with federal laws and Executive Orders. Low Impact Development will be included in the design and construction of this project as appropriate. Site preparation includes sites clearing, tree removal, import fill, grading and preparation for construction. Special foundation features include piling. The ground floor of this facility and the mechanical and electrical equipment will be constructed at elevations of ten feet or greater above mean sea level to keep them above the 100-year flood zone high-water level. Paving and site improvements includes approximately 195 parking spaces, loading/unloading and dumpster pads, access road, curbs, sidewalks, landscaping, fencing, signs and demolition of security fence. Electrical utilities include primary and secondary distribution systems, lighting, transformers, and telecommunications infrastructure. Mechanical utilities include water lines, plumbing and plumbing fixtures, sanitary sewer lines, fire protection systems and supply lines. Project will demolish Building #469 (384 m2) which currently houses the mechanical and electrical systems that support the NOPF. Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. The planned project site is within the 100-year floodplain. A flood damage vulnerability assessment has been completed. Floodplain mitigation measures will be incorporated in this project. Construction scheduling will require triple work shifts in a secure environment with no slips in the construction schedule.
