Description
I. Disclaimer: This announcement constitutes a Request for Information (RFI) for the purposes of determining market capability of sources and obtaining additional information. It does not constitute a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately. Information on the specific topics of interest is provided in the following sections of this announcement. Neither TSA nor any other part of the Federal Government will be responsible for any cost incurred by responders in furnishing this information. II. Application Architecture & Engineering (A&E) Services Background: The Transportation Security Administration (TSA) is adopting the Federal Government's "Cloud First" and "Mobile First" strategies and movement to Agile and lean IT delivery approaches. TSA Office of Information Technology (OIT), Customer Engagement and Development Division (CEDD), is examining options to procure consulting services to evaluate existing Enterprise custom applications and engineer design(s) to develop and transition applications using Cloud services on modern application platforms. The vendor will provide a range of expert consulting services to re-engineer, re-platform, re-factor, re-design, capitalize on emerging technologies and to standardize the architecture across all CEDD applications. The outcome is to create a modernized approach that will lead to a cost effective, cost efficient, and easy to manage and maintain application stack. The A&E services will assist TSA to simplify our technology stacks, reduce vendor lock-in and reduce number of licenses. III. Synopsis: Application Architecture & Engineering Services: TSA intends to use the information obtained from responses to this announcement to identify organizations with subject matter expertise and experience in application architecture and engineering services in support of efforts to modernize application systems. TSA may also require services to assist with solution engineering for emerging requirements. In this context, the TSA is interested in vendors that can demonstrate experience with business analysis while implementing, improving and advancing applications by leveraging "XaaS" (anything as a service), Agile Project management, cloud management and inclusion of open source tools in support of other Government agencies. IV. Application Architecture & Engineering Services Objectives: The vendor's application architecture and design recommendations must be based on industry best practices and disciplined methodology. The vendor shall work with the TSA OIT Enterprise Architecture Division (EAD) and Information Assurance and Cyber Security Division (IAD) to create a cost effective, cost efficient and easy to manage environment by providing one or more roadmaps of application architecture and engineering design based on the following six (6) high-level technical requirements. The technology stacks in the roadmap include but are not limited to platform, middle tier, database and standardized tools. 1. Must be able to leverage XaaS (anything as a service) to transform CEDD applications into a robust, secure, Personal Identity Verification (PIV)-enabled, state of the art web applications and mobile applications while utilizing Continuous Integration and Continuous Delivery (CI/CD) capability. 2. Must be able to adopt an Agile software development framework to implement all CEDD applications into TSA selected cloud environments. The environments utilized for promoting an application through the lifecycle include development, testing, staging, and production. 3. Remove or reduce vendor lock-in; and reduce costly user licenses by leveraging open source software, platform, middle-tier, database and/or tools. 4. Decouple and/or simplify existing technology stack. 5. Reduce overall application footprint by reducing redundant functionalities and data. 6. Identify opportunities for data consolidation and data de-duplication. V. Submission Instructions and Formatting Requirements: 1. Responses are requested by Tuesday, December 1, 2015, 12:00 p.m. Eastern Standard Time (EST). Any response received after this date may also be considered but may not be included in initial reporting or assessments. 2. Responses should not exceed ten (10) pages; all pages should be numbered consecutively throughout the document. Contents of the files must print on Letter 8½" by 11". MS Excel files must print on either Letter 8½" by 11" or Legal size 8½" by 14". Use ‘Times New Roman' 12-point font or larger for text, 10-point font or larger for tables, and 8-point font or larger for graphics. Table of Contents, Title/Cover page are NOT subject to page limits. All information received in response to this RFI that is marked proprietary will be handled accordingly. 4. A cover page labeled with the heading "Application Architecture & Engineering (A&E) Services RFI Submission" including the company name, company's address, technical point of contact, telephone number, email address and one alternate point of contact. 5. Your business size and status information, such as Small Business, HUBZone Small Business, Veteran-Owned Small Business, Service-Disabled, Veteran-Owned Small Business, Woman-Owned Small Business, Small Disadvantaged Business, and 8(a) Small Business. 6. The North American Industrial Classification System (NAICS) codes under which you typically provide services. 7. Any multiple-award contracts held by your company that may be ordered against by multiple Government agencies (such as GSA Multiple Award Schedules contracts, DHS Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE) II, etc.). 8. Background/Corporate Experience: A brief description of your corporate experience in service to both commercial and government organizations. 9. Responses to the following capabilities areas: a. Technical Capability #1: Describe your ability and experience to create a framework and/or establish a roadmap for application re-architecture, application engineering/re-engineering for software development utilizing industry best practices. b. Technical Capability #2: Describe your ability and experience to support the implementation or transformation of XaaS (anything as a service) with CI/CD capability for software development utilizing industry best practices while delivering modernized and secured state-of-the-art systems to meet the needs of customers. c. Technical Capability #3: Describe your ability and experience in understanding and supporting application implementation or transformation with Agile software development and utilizing industry best practices while delivering modernized and secured state-of-the-art systems to meet the needs of customers. d. Technical Capability #4: Describe your ability and experience to develop and migrate applications to an open source solution utilizing industry best practices while delivering modernized and secured state-of-the-art systems to meet the needs of customers. e. Technical Capability #5: Describe your ability and experience to simplify any technology stack utilizing industry best practices while delivering modernized and secured state-of-the-art systems to meet the needs of customers. f. Technical Capability #6: Describe your ability and experience to reduce application footprint utilizing industry best practices while delivering modernized and secured state-of-the-art systems to meet the needs of customers. g. Technical Capability #7: Describe your ability and experience to evaluate and document the current application architecture to provide an "as is" view, showing business, data, application and technology domains (and interfaces and dependencies within). This information would be used as a baseline for providing "to be" views. h. Technical Capability #8: Describe your ability and experience to migrate or configure cloud environments utilizing industry best practices while delivering modernized state-of-the-art systems to meet the needs of customers. 6. Please provide the typical labor categories used by your company in providing the services described in this RFI, along with the hourly rate information for those labor categories for the next three (3) Government fiscal years (i.e. Fiscal Years 2016, 2017, and 2018). The information provided by respondents to this RFI will be reviewed by the TSA in order to assist in determining any potential procurement strategies for obtaining the services described in the RFI. The information will not receive a formal evaluation. The TSA reserves the right to contact respondents in order to ask additional questions if the TSA determines this may be helpful in developing or refining any potential procurement strategy. Respondents are requested, however, to be as thorough as possible in their written submissions, and are cautioned that not all respondents will be contacted with follow-up questions.
