Description

Redacted J&A for EA-18G Lot 39 (FY15) production. Modification P00036 to production contract N00019-14-C-0032 was awarded as an FPIF contract modification. The acquisition was pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 'Only one responsible source and no other supplies or services will satisfy agency requirements.' The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required. The FPIF contract type allows the Government to share in any cost under runs achieved by the Contractor. Cost history indicates that the prime contractor and its subcontractors have performed consistently under negotiated costs throughout production history.
