- This is not a request for competitive quotations. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO) intends to award a sole source purchase order, under the authority of 41 U.S.C. 253(c)(1), to the National Contract Management Association (NCMA) for the renewal of existing NCMA memberships. The NOAA Acquisition and Grants Office is renewing its NCMA group membership with 115 participants for FY 2015. AGO's membership in NCMA fosters the professional development and acquisition knowledge of its staff. This group membership is a valuable tool for developing and retaining AGO staff. The NCMA components offer memberships that will assist AGO and all NOAA employees with unlimited access to the Council's proprietary quantitative databases, best practice case studies, on-demand customized research, diagnostic tools and templates at no additional cost to NOAA employees. The estimated value for this requirement is $12,305.00. This includes 115 memberships for AGO at a rate of $115 each. The period of performance is from September 21, 2014 through September 20, 2015. These services are a bona fide need of the fiscal year in which the services are being performed. This is not a request for competitive quotations. Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response demonstrating their capabilities. To be considered an affirmative response, all responses must include detailed information and other literature demonstrating the ability to meet the requirements below. Responses must address each of the mandatory requirements in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the Agency proceeding with award. All information received will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. NCMA provides contract professionals a variety of tools and support. These include: •Contract Management Magazine: practical information and contract management news; •Journal of Contract Management: scholarly articles on theory and practice; •CM News-Monthly e-mail newsletter: the most current news and information; •Chapter Affiliation: opportunities to members for networking, information on the profession, and educational forums that lead to career enhancement; •Professional Certification Programs: Certified Federal Contracts Manager (CFCM) is just one of several programs; •Webinars: live webinar presentations by subject matter experts about knowledge and thinking on the "hottest" topics in the industry, federal contracting basics, commercial contracting basics, and more; •E-Courses-Online courses: available for certification preparation and continuing education in support of re-certification; •Annual Educational Conferences; the Government Contract Management Conference, Aerospace and Defense Contract Management Conference, and World Congress; •National Educational Seminars: one day training seminars that provide in-depth information on issues and trends in contract management; and •Networking opportunities.
