Description
Mina Salman Pier Replacement *** This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. *** This Source Sought notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of capability and availability of potential contractors. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. 1. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to construct the Mina Salman Pier Replacement project which demolishes four steel jack-up barges and constructs 305m of pile supported steel pier at the end of the existing Mina Salman pier, Manama, Bahrain. The new pier width will match the existing 30.5m existing pier. The pier structure will be protected with a cathodic protection system and a seawater resistant coating. The work includes communications, high mast lighting, Base electronic security system (ESS), and lightning protection on pier high mast lighting and fire protection systems. Facilities on the pier include guard towers and a guard booth. Built-in Equipment includes a generator sized to supply the high mast lighting, ancillary lighting along the pier curb, convenience power outlets on each high mast lighting pole, power and lighting for a guard booth and guard towers, power and lighting for office trailers, and power for the electronic harbor security system (EHSS). Other built-in equipment includes an access ramp, fendering, corner protection at the head of the pier, and bollards. Dredging is also included, to the required dredge of -11.3 meters from Mean Low Water Springs (MLWS), as well as the disposal of all dredging material. The approximate limits are 60m each side of pier for the length of the new pier. It is anticipated that a pre- solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) on or about December 08, 2015. The solicitation is tentatively scheduled for late January 13, 2015. The estimated magnitude of this Construction project is between $25,000,000 and $100,000,000. The Government anticipates awarding a Firm-Fixed-Price contract. The period of performance is anticipated to be 730 calendar days after issuance of the Notice to Proceed. The Government is considering the use of full and open competition procedures for this project. The Best Value Trade-off source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the RFP. Interested qualified organizations should submit a capability statement, not to exceed 5 total single-spaced pages using a 12-point font size at a minimum, that clearly details the ability to perform and that addresses the specific requirements described in the attached Capability Statement. All proprietary information should be marked as such. Responses will be reviewed only by U.S. Army Corps of Engineers personnel and will be held in a confidential manner. Delivery Point and Common Cut-Off Date and Time: All capability statements sent in response to this Sources Sought notice must be submitted electronically (via email) to Diane deLathouder, Contract Specialist at Diane.e.delathouder@usace.army.mil in MS Word or Adobe Portable Document Format (PDF) no later than November 30, 2 015 3:00PM EST. The subject line must specify quote mark Mina Salman Pier - CAPABILITY STATEMENT quote mark. Facsimile responses will not be accepted. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. Please be advised that in order to be eligible for contract award with USACE, your company must be actively registered in the System for Award Management (SAM) systems. It is recommended that you take the necessary steps now to ensure that your company is registered in this system.
