Description
Military Sealift Command (MSC) Ship Support San Diego intends to award a Sole Source, Firm-Fixed Price (FFP) contract with, Fairlead Integrated Power & Controls, including all labor, material, tools, and equipment to perform the following as they relate to the shipboard automation system. This source possesses unique knowledge and capabilities required to perform this service. The contract's Requested Delivery Date (RDD) is December 9, 2015. The value of the contract is expected to be $74,294.00 The proposed contract action, for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1)(i) and FAR 13.106-3(b)(3)(i), is for Original Equipment Manufacturer (OEM) services and parts required for the USNS MATTHEW PERRY (T-AKE 9). •1. Statement of Work : •1.1 Provide the services of the OEM, Fairlead Integrated Power & Controls, including all labor, material, tools, and equipment to perform the following as they relate to the shipboard automation system... •1.1.1 Perform a Communications Speed-Up •1.1.2 Visual Inspections •1.1.2.1 Perform a visual inspection of the MCCS components to identify loose or frayed wiring, damaged or missing components or any condition that could become a problem and submit a condition found report to the Port Engineer. Make minor repairs where needed. Any significant repairs shall be subject to a change order. •1.1.2.1.1 I/O Cabinet •1.1.2.1.2 Propulsion Cabinet •1.1.2.1.3 CPU Cabinet •1.1.2.1.4 Power Distribution Cabinet •1.1.2.1.5 TLI Cabinet •1.1.2.1.6 Pilot House I/O Cabinet •1.1.2.1.7 SCC Interface •1.1.3 Diagnose any problems reported by the ship's crew and submit a condition found report. •1.1.4 Check Power Distribution Circuits •1.1.4.1 Verify all MCCS system fuses are the correct type. •1.1.5 Check Smart Devices •1.1.5.1 Verify smart devices (PLC Controller, HMI Devices and Ethernet Switches) are programmed and record the software revision. •1.1.6 Check Main Engine Safeties •1.1.6.1 Test each Main Engine shutdown by testing the sensor or simulating the input. •1.1.6.1.1 Overspeed •1.1.6.1.2 Lube Oil Temperature •1.1.6.1.3 Shaft Bearing Temperature •1.1.6.1.4 Jacket Water Temperature •1.1.6.1.5 Lube Oil Pressure •1.1.6.1.6 Fuel Oil Pressure •1.1.6.1.7 Red Gear Lube Oil Temperature •1.1.6.1.8 Red Gear Lube Oil Pressure •1.1.6.1.9 Crankcase Pressure •1.1.6.1.10 CO2 Release •1.1.7 Check TLI Sensors for all 9 Saltwater Ballast Tanks •1.1.7.1 Verify TLI sensors (9 each) are reading correctly. If necessary, remove, test and calibrate each sensor. Any sensors to bre placed shall be subject to a change order. •1.1.8 Check Spare Parts •1.1.8.1 Verify the ship has appropriate spare parts in stock. Verify that spare smart devices are programmed for use. Verify spare parts appear to be in new unused condition. Test if possible and note the device is tested. •1.1.9 Replace UPS Batteries •1.1.10 Check ship's laptop •1.1.10.1 Verify the ship has a laptop with the appropriate software, cable, etc to reprogram the smart devices. •1.1.11 Verify Main Control Computer System (MCCS) drawing •1.1.11.1 Note any changes to the MCCS that affect the drawing. •1.1.12 Training •1.1.12.1 Train crew on the system operation, configuration and fault diagnosis. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide level of effort and dollar estimates to acquire a full understanding of the design of the equipment. As part of the written response, a respondent must be able to prove to the Government how field problems can be identified and corrected without the aid of detailed design drawings. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondents' ability to support the described equipment. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the MSC Point of Contact: Nick Fonte at email: Dominick.fonte@navy.mil expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
