Description
Extension of Services through 31 December 2015. Notice of intent to extend services. This extension of services is in accordance with FAR 52.217-8 "Option to Extend Services". This action will result in a modification to the current contract, FA2835-15-D-0005 with Maratech Engineering Services, Inc, 5 Carriage Lane, Wakefield, MA, for a period of one (1) month. The period of this extension will be from 01 December 2015 to 31 December 2015, and may be designated as a one month option. This extension is needed to satisfy the Contractor Operated Civil Engineering Supply Store (COCESS) requirement at Hanscom Air Force Base, MA until award of the COCESS follow-on. The COCESS follow-on contract will be competed during the period of the extension. Background: This COCESS located on HAFB supports the efforts of the 66th Air Base Group Civil Engineering Squadron (66 ABG/CE). 66 ABG/CE supports $550M of assets across the base, and solely utilizes the COCESS to purchase the hardware required to remedy work orders for these assets. Items required to remedy work orders range from hazardous chemicals to ceiling tiles, therefore the COCESS must maintain sourcing expertise for a variety of different industries. On average, 66 ABG/CE receives 30 work orders per day, and due to limited staffing primarily responds to only orders designated as emergency or urgent requests, which require 24 hours and seven calendar days lead times, respectively. The COCESS plays a critical role in fulfilling these numerous emergency and urgent work order requests by establishing partnerships with local suppliers to source hardware in these required timeframes. To ensure that hardware on the recurring items list is readily available to 66 ABG/CE, the COCESS maintains an inventory management system which they use to analyze trends in usage of recurring items. The COCESS then uses these trends to forecast future hardware usage. This one month extension of services is pursuant to 10 U.S.C. 2304(c)(1) "Only one responsible source and no other supplies or services will satisfy Agency requirements" as implemented by FAR 6.302-1. An award to any other source would result in unacceptable delays to the Government in fulfilling the Air Force's requirements. It would take approximately four to six weeks for a new contractor to setup and stock a COCESS to meet the needs of Hanscom AFB, and it could take up to three months to establish local vendor lists that are required to meet both competition requirements for non-recurring items and the deadlines required. Furthermore, MaraTech personnel possess Registered Environmental Manager (REM) and Environmental Compliance Assessment and Management Program (ECAMP) certifications, making them to uniquely qualified to store and manage hazardous materials in accordance with Department of Defense and Federal regulations. This extension of services will extend the end date of performance from 30 November 15 to 31 December 15. Interested persons may identify their interest and capability to respond to the requirement specific to this extension of services. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension. A determination by the Government to extend these services and not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to extend these services.
