- AG-32sd-s-16-0003 List THIS IS NOT A REQUEST FOR QUOTE: This is a notice of intent to sole source a commercial item for foods and food-grade supplies & equipment. The North American Industry Classification System (NAICS) Code for this acquisition is 424410 General Line Grocery Merchant Wholesalers, and the small business size standard is 100 employees or less. The USDA, ARS, WHNRC, ML&HFL located at Davis, CA, mission is to test food-based interventions and improve the health of all Americans. One of the MK&HFL's goals is to produce study foods with 0% incidence of food-borne illness. It is essential to purchase foods from a supplier that maintains records of foods purchased and provide recall notices for public health reasons. The MK&HFL implements an array of strategies to maximize participant acceptance and compliance during controlled feedings. In particular, foods need to be of high quality and maintain sensory appeal to help participants better achieve 100% compliance. Food, packaging, and labor are the three variable costs in the MK&HFL. Being able to produce large batches of food that can survive under freezing conditions for up to 6 months at a time is essential. By producing larger batches at a time, the MK&HFL benefits from economies of scale. The vendor for foods and food service supplies must have the capability to supply food-grade equipment, packaging, and supplies. In addition, it is essential that supplies are shipped and received within one week. All deliveries will go to the USDA, ARS, WHNRC, MK&HFL, 430 W. Health Science Drive, Davis, CA 95616. The USDA, ARS, WHNRC, ML&HFL will be acquiring a Vendor who can provide the following: 001: Various mission - critical food. See attached food list. [Attached list] 002: Various food-grade service equipment & supplies as required and are intended for foodservice operations. 003: Record keeping system that tracks purchases and lot numbers so that WHNRC can achieve its goals. 004: Maintains records of foods purchased and provide recall notices for public health reasons. 005: High quality food and maintains sensory appeal to help participants better achieve 100% compliance 006: Have capability to supply food-grade equipment, packaging, and supplies weekly. WHNRC intends to sole source to SYSCO Sacramento, INC (SYSCO) for purchasing weekly deliveries of high quality foods & products that are required to meet rigorous human feeding studies; and of required food-grade equipment, packaging, & supplies. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the Contracting Officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirmative written response is received by Nov 18, 2015, an award will be pursued with the company mentioned above.
