- The purpose of this notice is to provide information on the Pre-Proposal Conference for the subject procurement. The Naval Sea Systems Command (NAVSEA) will conduct a Pre-Proposal Conference on Friday, 11 December 2015, at Norfolk Ship Support Activity, Regional Maintenance Center, 9727 Avionics Loop, Bldg. LF-18, Granby Room, Norfolk, VA 23511-2124. The event will begin at 0830 and conclude at 1600 EST. This time will allow for a question and answer session. The conference will be hosted by NAVSEA 02 and PMS 312 for the purpose of addressing questions regarding solicitation number N00024-16-R-4306, issued on 30 October 2015, to enable private industry to develop fully compliant proposals that meet the solicitation requirements in support of CVN 68 Class and CVN 78 Class Aircraft Carriers maintenance and repair strategy during FY 16-21. The Pre-Proposal Conference will begin with a presentation and overview of the proposal submission requirements, to include the contract structure, and evaluation factors; after the presentation, the Navy will allow for a question and answer session. Advance questions are encouraged to be submitted beforehand and should be submitted to Ms. Jimettra Lundy, no later than 03 December 2015, in order for the briefing to be as informative as possible. It is the responsibility of Industry, when providing any questions or comments, to properly mark information that is considered proprietary or is otherwise restricted. Industry questions and answers will also be made publicly available after the Pre-Proposal Conference event via the Federal Business Opportunities (FBO) website ( https://www.fbo.gov/ ). The originator of the question will not be revealed in the responses that are posted. NAVSEA requests that firms interested in attending the Pre-Proposal Conference submit company names and attendee lists no later than 2PM Eastern Time, 03 December 2015 via e-mail to Ms. Jimettra Lundy, Contract Specialist, jimettra.lundy@navy.mil. The subject line of the RSVP email shall be limited to: Pre-Proposal Conference from (Company Name). The body of the email shall include each attendee's name, Position/Title, email address, phone number, and indicate whether they have a Common Access Card (CAC) or military ID in order to access the base. Companies are asked to send no more than five (5) representatives as seating may be limited. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government.
