Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items/services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The Request For Quotation number is N40192-16-T-4623. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-83 and DFARS Change Notice 20151001. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 562991 and the Small Business Standard is $7.5. The proposed contract is 100% small business set-aside. The Naval Facilities Engineering Command Marianas, Contracting Office requests responses from qualified sources capable of providing Rental of Eight (8) Portable Toilet Units to include Services and Supplies in accordance with the Statement of Work(SOW). The government intends to award a firm-fixed price contract for BASE and TWO OPTION YEARS for the following contract line items description, quantity and unit of issue: CLIN DESCRIPTION QUANTITY UNIT OF ISSUE: CLIN: 0001 BASIC YEAR Rental of eight (8) Portable Toilet Units to include Services and Supplies Period of Performance: 01 JANUARY 2016 “ 30 September 2016, 1/LOT CLIN: 0002 OPTION YEAR 1 Rental of eight (8) Portable Toilet Units to include Services and Supplies Period of Performance: 01 October 2016 “ 30 September 2017, 1/LOT CLIN: 0003 OPTION YEAR 2 Rental of eight (8) Portable Toilet Units to include Services and Supplies Period of Performance: 01 October 2017 “ 30 September 2018, 1/LOT Further description/specification details in accordance with the Statement of Work. All requirements must be met as stated on the Statement of Work (SOW). Contractor shall review the above Period of Performance (POP) and be available during the time requested as reference in SOW. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitations will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i) Lowest Price Technically Acceptable; i) Technical acceptability of the item offered to meet the Government requirement; The lowest priced quote will be evaluated for technical acceptability. If the lowest priced quote is found technically acceptable, the award will be made without further consideration. If the lowest quote is deemed technically unacceptable, the next lowest quote will be evaluated for technical acceptability, and so on until an award can be made to the lowest priced technically acceptable offers. (a) Technical: The lowest offer will move forward to the technical evaluation. If the lowest priced quote is deemed technically unacceptable, the Government will evaluate the technical acceptability of the next lowest offeror and so on until an awardee is identified. (b) Price; Quotes will be listed in ascending order (low to high). The price evaluation will document the reasonableness and completeness of the total evaluated price. The award will be made to the lowest evaluated price whose offer is deemed technically acceptable. TECHNICAL CRITERIA RATINGS-RATING DEFINITION Acceptable: Quote clearly meets the minimum requirements of the solicitation. Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation 52.217-8, OPTION TO EXTEND SERVICES (NOV 1999): The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within the current period of performance. 52.217-9, OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within the current contract period of Performance; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c ) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years.
