- Description
- USAID Central Asia is preparing a five-year $19-$23 million contract to improve basic education in Tajikistan. The purpose of the contract is to improve reading outcomes for students in grades one through four in targeted schools in Tajikistan by providing educators with reading-specific in-service training, supplementary materials, and integration of assessments to monitor reading progress; and increasing the availability of age-appropriate reading materials in mother-tongue languages, specifically Tajik and Russian, that will develop students' core reading skills. The contractor will also provide capacity building on reading instruction and mentoring. In addition, this contractor will work to increase innovations and establish partnerships supporting literacy outcomes. USAID expects the contractor to reach 75% of the students (indirect beneficiaries) and teachers (direct beneficiaries) in Tajikistan. The four results expected as outcomes of this activity's interventions are: Improved reading instruction in grades 1-4; Increased availability of reading materials; Increased government support to improve reading; and Increased innovations and partnerships supporting literacy outcomes. The contractor will work with the Ministry of Education and Science of Tajikistan and its affiliates, regional and district education departments, school directors, methodologists, and teachers. In addition, the contractor will work with local authors and illustrators to develop mother tongue, age-appropriate reading materials for students in grades 1-4 that support learning standards. Furthermore, the contractor is expected to develop innovations and form partnerships that support literacy outcomes. The contractor is expected to leverage resources of at least $1.5 million that will engage the Tajikistan community to improve the primary literacy learning environment and ultimately increase reading outcomes. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. Anticipated Solicitation Release - December 2015/January 2016.
