- THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Architect and Engineer (AE) Contract for National Cemeteries. The Department of Veterans Affairs (VA), National Region, Office of Construction and Facilities Management is seeking Architect and Engineer firms certified in the following categories: (1) Service Disabled Veteran Owned Small Business (SDVOSB), (2) Veteran Owned Small Business (VOSB), (3) Section 8(a), (4) Historically Underutilized Business Zone (Hub-Zone), (5) Woman Owned Small Business (WOSB), (6) Small Disadvantaged Business (SDB), and/or (7) Other than Small Business for the Continental United States. Cascading Method for the Set Aside Procurement In accordance with FAR Subpart 19 and PL 109-461, award under this solicitation will be made on a competitive basis from a cascading method as defined below who submits a technically acceptable (as evaluated by Technical Evaluation Board), responsive offer (qualified, responsible, and meets minimum technical requirements), with a fair and reasonable price (determined by Contracting Officer), provided that there is adequate competition among such offerors. a)If there is inadequate competition and/or if the offeror does not meet our requirement based on our best value criteria for award to a SDVOSB concern, award will be made competitively to an eligible Veteran Owned Small Business (VOSB) concern. b)If there is inadequate competition and/or if the offeror does not meet our requirement based on our best value criteria for award to a VOSB concern, award will be made competitively to an eligible 8a, HubZone, or a Woman Owned business concern. c)If there is inadequate competition and/or if the offeror does not meet our requirement based on our best value criteria for award to a 8a, HubZone, or a Woman Owned business concern, award will be made competitively to an eligible small business concern IAW FAR 19.5. The firm/team must be approved under NAICS codes, Landscape Architect (541320), Architectural design services (541310), Civil Engineering (NAICS 541330), in SAM.GOV firm capable of preparing site acquisition and design documentation including, but not limited to: surveying, soils investigations, master plans, schematic design documents (SD), and design development documents (DD). Prime contractor should have licensed/registered landscape architects as members of the firm, or team, with experience in the planning and design of cemeteries, large institutional campuses, parks and recreational facilities, or similar land development projects. The following additional licensed/registered specialty disciplines should be members of the firm, or team with demonstrable expertise in their respective fields: Water Management/Irrigation specialist, Cost Estimator, Mechanical, Electrical and Plumbing Engineers, and Architect. The anticipated contract may include a government options for: design build RFP package documents, construction documents (CD), construction period services (CPS), and site visits. The proposed contract duration will be five (5) years. This procurement will be a firm fixed price IDIQ contract with a guarantee minimum amount of $1,000.000, maximum amount of $5,000,000.00 per task order up to a total amount of $40,000,000.00 for the entire contract amount. The firm must be capable of responding to and working on multiple task orders concurrently. Project locations will be located within the Continental United States at these following locations: Lake Worth, FL, Elwood, IL, Phoenix, AZ, Bushnell, FL, Holly, MI, Bourne, MA, San Antonio, TX, Montevallo, AL, Houston, TX. Scope: Task orders may require the following services: master planning, schematic design, design development, construction documents, special studies, peer reviews, project labor agreement impact analysis, specialty consultants, cost estimating, construction period services and site visits, design/build RFP preparation, other consultant services, risk analysis, commissioning, claims consultant, and/or other A/E services. All interested businesses are encouraged to respond to this announcement no later than Tuesday December 1, 2015, 2:00 PM EST, by submitting all requested documentation listed below via E-mail Mary.Case2@va.gov and on the Subject Line insert "Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Architect and Engineer (AE) Contract (Company's Name)." Interested parties should register as an interested vendor and submit a capabilities package demonstrating the ability to perform work. Packages should include the following information: (1) NAICS code, identify who will be the Prime Contractor and who will be the subcontractor(s) and any teaming or joint venture; (2) Business name, address and business type, (3) a statement of your intention to submit an offer for this requirement as a prime contractor, (4) demonstration of the firm or team's experience within the past five years, by listing the actual projects completed. Provide the following: a brief description of the work performed to include project title, dollar amount and which functional areas were self-performed; a customer contact name and phone number for a customer knowledgeable of the work completed; (5) attachments cataloging the firm's assets, personnel resources and financial resources that demonstrate the firm's responsibility and capability to perform the required work; and (6) complete the enclosed survey page and include with your submission. Responders are solely responsible for all expenses associated with responding to this Sources Sought Announcement. Any Pre-solicitation published as a result of this market survey will posted at www.fbo.gov under a separate pre-solicitation announcement. Please note that this is not a Request for Proposal and the Government is seeking information for market research purposes only.
