- Request For Information (RFI): Performance Based Logistic Sustainment for USCG HC-130J/HC-27J and US Army C-27J AE2100D2/D3 Engines This RFI is issued solely for information and planning purposes and to identify interested sources. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Coast Guard (USCG) has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website, www.fbo.gov. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. HSCG38-16-I-C00004 is assigned to this Request for Information for tracking purposes only. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources for a non-personal services contract in support of its mission of providing Performance-Based Logistic (PBL) sustainment for USCG HC-130J/HC-27J and US Army Special Operations Command (ASOCOM) C-27J AE2100D2/D3 engines. PBL sustainment services consist of Depot level (D-Level) maintenance for AE2100D2/3 engines and related components as required by the Government, minimum availability requirements and mission readiness requirements, Field Service Representative (FSR) technical support, OEM spare parts and parts replenishment, OEM engineering expertise, program management, logistics support, supply management of rotatable repair parts, formal classroom and informal engine training, and data, drawings and specifications for engine components and updates as issued by the OEM. Due to flight safety and the critical nature of the AE2100D2/D3 engines, interested parties must possess a license issued directly by the OEM. The North American Industry Classification System (NAICS) code is 488190 with a Small Business Size Standard of $32.5M in average annual receipts. Interested parties should submit capabilities statements to the points of contact specified herein. In order to facilitate a comprehensive evaluation, capabilities statements should include or evince the following information: 1. Capability to submit a proposal in response to a future solicitation on a firm-fixed priced "flight hour" basis; 2. Capability to submit a proposal in response to a future solicitation for a contractual period consisting of a one (1) year base period with nine (9) one-year option periods not to exceed ten (10) years in duration; 3. Capability to provide FSR support which consists of formal classroom and informal OEM AE2100D2/D3 engine training and reach to OEM FSR network; 4. Capability of the FSR to provide OEM technical advice, coordination of technical variances and protection for No Fault Found removals as directed by the FSR for maintenance; 5. Capability of the FSR to have unrestricted access to the latest versions of all OEM Component Maintenance Manuals, specifications, data and drawings for the AE2100D2/D3 engines; 6. Capability to provide design engineering reliability and service performance improvements and updates; 7. Capability to obtain OEM spare parts and maintain replenishment of OEM parts without Government intervention; 8. Capability to provide OEM maintenance manuals in support of Organization Level (O-level) maintenance performed by the Government; 9. Capability to provide updates to OEM maintenance manuals as issued by the OEM; 10. Process by which engine and propeller assembly availability can be tracked. 11. Capability to provide Engine Health Monitoring which analyzes fleet operational data trends and predicts future engine failures. This analysis will include all historic data on the HC-130J/HC-27J and C-27J at no cost to the Government; 12. Complete, un-redacted copy of a license to provide these services issued directly from the OEMs. Please respond to the following questions in addition to submission of your company's capability statement: 1. Does your company currently provide PBL aircraft engine sustainment services to customers who operate aircraft? If so, who is the customer? What number of aircraft does your company support? What model of aircraft and engines? What is the period of performance and contract number? Please provide a technical and contractual Point of Contact (POC). 2. If your company currently performs PBL-type sustainment for other customers, please describe the benefits of PBL contract vice non-PBL contracts. Please provide documentation which supports how your PBL experience increased engine availability and reliability for other customers. 3. The Government is contemplating a 5 up to a 10-year contract. Can your company accurately reflect the price for either period of performance? What are your company's concerns regarding this period of performance? What impact would a 5-year contract have on price versus a 10-year contract? Please provide a percentage estimate the Government could expect to see in relationship to the difference and explain the rationale. 4. The Government is contemplating including an economic adjustment clause utilizing inflationary data published by the Bureau of Labor Statistics (BLS) Product Price Index (PPI). What index or indices would be most suitable for use for these services? Please support your recommendations. 5. The Government anticipates the award of a PBL type contract for engine sustainment services with firm-fixed priced "flight hour" pricing under NAICS Code 488190. As such, the Service Contract Act (SCA) applies to this requirement. Would the applicability of the SCA impact your company's decision to participate in any resulting competition? If yes, please explain. What obstacles or challenges might result from applicability of the SCA? 6. What type of contract does the commercial marketplace use for this kind of sustainment support? 7. Does your company have the financial resources to support a contract of this size? Please describe financial capability. 8. Does your company have the management capability to support a contract of this size? Please describe management capability. 9. If the Government proceeds with this requirement, the contract award may result from the trade-off process to arrive at overall best value for the Government. Please specify any technical, cost, performance, or schedule differences that your company could offer that might set your company apart from other potential competitors. 10. If the Government proceeds with this requirement, the solicitation and resulting contract may utilize a Performance Work Statement (PWS) with performance metrics and a Quality Assurance Surveillance Plan (QASP). Please specify what performance metrics would most accurately measure performance and how those metrics would be tracked. 11. Is your company a large or small business? If small, define your company's socioeconomic classification. 12. If your company would like to propose as a prime on any potential forthcoming solicitation, what does your company think would be appropriate small business subcontracting goals? (categorize by small business type and percentage of total contract value based on your company's ROM). 13. Are there any unique laws, regulations or business practices that are contrary to the commercial regulations specified at FAR Part 12? Please describe. 14. If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14(c)(1), "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Responses may include data that companies do not want disclosed to the public for any purpose or used by the Government except for information purposes. If your company wishes to restrict the data, the title page must be marked with the following legend: Use and Disclosure of Data: This response includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this response.
