- Dyess AFB is requesting information for Steris maintenance in support of the 7th Medical Group to determine available sources for services listed below. This is a request for information for market research purposes only. No solicitation is avialable at this time. This sources sought is open to all types of businesses including small businesses. The information in this notice is based on current information available to date and is not binding to the Government. The 7th Medical Group (7MDG) requires a comprehensive service contract on two (2) STERIS sterilizers, a service contract for preventative maintenance, calibrations, emergency repair and chamber cleaning is required to include the steam generators and boiler tanks housed within both units. SERVICE DESCRIPTION: ECN: 007717: 16 IN. CENT VAC SD 480V REC; Serial # 0336209-05 ECN: 008438: AMSCO 400 16X16X26 PVAC SD SLIDE REC ELEC 240V; Serial # 0327613-29 SERVICE CALLS: The contractor will provide technical telephonic assistance to operators of the equipment and BMET personnel in determining locality of potential malfunctions. There will be unlimited service visits during the period, Monday through Friday, from 7:30 AM to 4:30 PM, excluding holidays. Unlimited emergency repair visits will also include parts and labor. All work will commence within 24 hours after receipt of written or verbal notification. The contractor must provide documentation on all test equipment used to check and calibrate the equipment to ensure that equipment has been calibrated in accordance with (IAW) manufacturer's specifications or within the last twelve (12) months against a standard that is traceable to the National Bureau of Standards. PERFORMANCE: All work is to be performed by competent service personnel, experienced and certified to work on STERIS sterilizers. SCHEDULE OF INSPECTIONS: The contractor will perform calibrations for each sterilizer annually, IAW currently established Defense Medical Logistics Standard Support (DMLSS) maintenance schedules. The contractor must provide documentation on all test equipment used to check and calibrate the equipment to ensure that all test equipment has been either calibrated IAW manufacturer specifications or calibrated within the last twelve (12) months against a standard that is traceable to the National Bureau of Standards. Calibrations will be accomplished during regular business working hours. The contractor will perform PMs, to include all parts and labor, IAW the manufacturer's Preventive Maintenance Checklist (PMCL) for each sterilizer four (4) times annually, on a quarterly basis. At a minimum, one (1) chamber cleaning per year will be accomplished on each unit. Scheduled inspections will include, but not be limited to: cleaning, lubrication, counterweight cable inspections, functional tests, leakage current tests, and adjustments. PMs will be accomplished during regular business working hours. Copies of all services performed and parts utilized during the calibrations, PMs, or other service calls will be provided to the Biomedical Equipment Technician (BMET) office within seven (7) working days of the completion of any and all services. REPORTING PROCEDURES: The contractor will provide at least two (2) weeks' notice to BMET department prior to propose service dates for all scheduled maintenance. Technicians must sign-in and procure a visitor badge before proceeding to work location. Technician must also return visitor badge before leaving the facility. A copy of the service report will be emailed to the BMET representative. PARTS: The contractor shall furnish and replace all parts to restore the equipment to a serviceable condition at no additional cost to the government. This includes, but is not limited to: labor, materials, parts, test equipment, tools, facilities, shipping and incidentals necessary to perform calibration and major repair or refurbishment services on a varying quantity of government-owned precision test equipment for both sterilizers. All provided parts will be Original Equipment Manufacturer (OEM) parts or parts manufactured to OEM specifications. Parts shall be new and compatible with existing equipment. All replaced parts shall become property of the contractor. The contractor will provide a written description of all the work to per performed on each equipment item. All part replacement will be accomplished during regular business hours. CONNECTIONS: Maintenance is to include all interconnections, devices and cables associated with the equipment listed under SUMMARY OF REQUIREMENTS. EQUIPMENT: Government property cannot be removed from the 7th MDG without a signed property pass. This pass can be obtained after removal is authorized by the Contracting Officer Representative from Medical Logistics. The contractor shall be responsible for the loss or damage of any and all equipment while in the contractor's charge. CONTRACT PERFORMANCE MONITORING: The Government reserves the right to monitor services IAW performance requirements.
