- NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the University of Arizona, Genetics Core. under this notice ABL-16003. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Alaska region's marine and anadromous resources. The Alaska Fisheries Science Center (AFSC) has a requirement for non-personal services for Maldi-tof genotyping from the University of Arizona, Genetics Core. genotype up to 4,000 Chinook salmon DNA samples for 43 SNP markers using the two predesigned MALDI-TOF genotyping panels. It is anticipated that this will require 22 MALDI-TOF chips (384 spot). The government intends to include options for an additional 32 chips if needed. Primer sequences will be provided by the POC for the MALDI-TOF SNP assays. All chips will contain at least 10 known controls (provided by the POC) for quality assurance. Without extenuating circumstances (low-quality DNA, etc), all 43 assays in the 2 MALDI-TOF panels should score in at least 90% of the fish with greater than 99% accuracy. DNA quantitation of all samples will be performed by the contractor. After the initial test, the contractor will furnish the scored genotypes and cluster plots of all calls in Microsoft Word/Excel Format to the technical lead for comparison with the known genotypes. The contractor should be willing to work with the technical lead to make scoring changes based on the cluster plots. To continue this project, the technical lead must approve the quality of the genotypes. The North American Industry Classification Systems (NAICS) Code is 541990 - Scientific Services - with a size standard of $7 Million. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's belief that The University of Arizona Genetics Laboratory can provide the items stated above. The University was involved in the design of all assays used for this experiment and has the sole rights to the proprietary design of these assays which are used to run the analysis on the salmon DNA. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by December 3, 2015, 1:00 PM Alaska Time. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item. No known potential alternate sources exist which could satisfy these requirement
