- This Sources Sought is for planning purposes only and is a market research tool to determine availability and adequacy of potential sources. The Government is under no obligation to pay for information submitted in response to this announcement. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information in its submission. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers. No contract will be awarded from this notice. The General Services Administration (GSA), Northeast and Caribbean Region, is contemplating a solicitation for Operations and Maintenance and Related Services at the following locations: Federico Degetau Federal Building, Clemente Ruiz Nazario U.S. Courthouse and Rainforest Kids Child Development Center in Hato Rey, Puerto Rico; Jose V. Toledo Federal Office Building and U.S. Courthouse in San Juan, Puerto Rico; GSA Center in Guaynabo, Puerto Rico; Ron De Lugo Federal Office Building and U.S. Courthouse in Saint Thomas, U.S. Virgin Islands; and Almeric L. Christian Federal Office Building and U.S. Courthouse in Saint Croix, U.S. Virgin Islands. The Contractor shall provide all management, supervision, labor, materials, supplies, equipment, equipment certifications and inspections documents, and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of mechanical equipment and systems to include elevators maintenance and repairs located within the property line of the buildings listed above under one proposed contract. The contractor must be capable of performing several tasks concurrently; this will be a Performance Based Service Contract and the success of the Contract depends on the satisfaction of the requirements and the satisfaction of our shared customers (tenants). The contractor will be required to furnish bid bond which shall be 20% of the bid price but shall not exceed $3 million; 25% payment and 25%performance bonds from the yearly contract price. The intended term of the contract is a one-year base period with four (4) one-year renewable options, for a total anticipated period of performance of five (5) years. The NAICS Code for this project is 561210 and the Small Business (SBA) size standard is $38.5 million in annual receipts averaged over a concern's latest three (3) completed fiscal years. To determine the feasibility of this project, ALL INTERESTED FIRMS ARE REQUIRED TO SUBMIT QUALIFICATIONS SHOWING EVIDENCE OF THEIR CAPABILITY TO PERFORM SUCCESSFULLY ON THIS PROSPECTIVE CONTRACT AND SHOW THEIR ABILITY TO MEET ALL THE ABOVE MENTIONED REQUIREMENTS. QUALIFICATIONS: 1. Executive Summary 2. Bonding Capabilities 3. Provide a detailed narrative demonstrating your experience in the type of services (mechanical maintenance) sought by this Notice. Information shall include at least three (3) "similar" contracts substantially completed within the past five (5) years. A similar contract is defined as one that is comparable in magnitude, scope, complexity and duration to the requirements as defined by this Notice. 4. If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you propose to mobilize and perform the work at a fair and reasonable price to the Government. 5. IF YOU ARE A SMALL BUSINESS FIRM based on the size standards provided herein please advise if your firm is a women owned small business, small disadvantaged, veteran owned small, service disabled veteran owned, or a HubZone small business concern? 6. FOR LARGE FIRMS THAT ARE INTERESTED, please provide a copy of an approved Small Business Subcontracting Plan or outline the percentage of work you have subcontracted to small businesses under the experience outlined in your Statement of Capability. Statements of Capability must be in writing and are due on November 27, 2015. Responses are limited to 20 pages.
