- The Government intends to solicit and negotiate with only one source, The Council of State Governments, 2760 Research Park Drive, Lexington, KY 40511, under authority of FAR 13.106-1(b)(1). The U.S. Army Corps of Engineers (USACE), Various Districts, has a requirement for EMAP assessment and accreditation manager training, program organization under the EMAP standards, program mentoring, assessment of district- and division-provided documentation to meet individual EMAP standards, and capability assessments. Results of these assessments will be provided for review and solicitation for accreditation of individual district and division emergency management programs. USACE sites which are already accredited will also need to accomplish the requirement for re-accreditation. EMAP is the American National Standards Institute (ANSI) certified entity for creating emergency management standards. These standards were developed initially from the National Fire Protection Association (NFPA) who also developed the Incident Command Structure (ICS) which has been adopted by the Department of Homeland Security (DHS), USACE, and the Federal Emergency Management Association (FEMA) as the emergency response organization structure for incident command. The EMAP program is a nonprofit organization established in part by FEMA to improve the minimum baseline standards that should exist within any emergency management program. EMAP is the only national emergency management accreditation agency or program able to meet the above capabilities. It is anticipated that a Fixed Price contract will be awarded. The NAICS code is 813920, and size standard is $15.0 million. Interested persons may identify their interest and capability to respond to the requirement; however, this notice is not a request for competitive proposals. All capability statements received within fifteen (15) days after date of publication of this notice will be reviewed by the Government and considered. The notice publication date is 17 November 2015, and the deadline date is 2 December 2015. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
