- The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with AnD Technology, Inc. (AnD) in order to provide maintenance, spare parts and upgrade services to AnD Technology-supplied vehicle and engine emission test equipment and associated components owned by EPA under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The contractor shall provide high level expertise in maintaining, repairing, supporting, and upgrading AnD-supplied vehicle and engine emission test equipment and associated components and provide training related to the equipment and components (as needed). AnD engine emission test controllers and combustion analytical systems are controlled by AnD proprietary software. This software together with AnD hardware control peripheral equipment to run engine emission tests. High-level maintenance, repairs and upgrades require access to the source code of the proprietary software above. There are no authorized independent dealers/distributors of this equipment. AnD Technology is the only known source able to satisfy the maintenance requirements, spare parts and upgrades for the AnD Technology-supplied equipment owned by EPA. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing maintenance services of AnD technology equipment may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Documentation should be submitted in writing to Angela Lower via email at lower.angela@epa.gov. Telephone responses will not be honored.
