Description
Past Performance Questionnaire The U.S. Army Corps of Engineers Rock Island District is seeking System for Award Management (SAM) Database registered Small Businesses that can provide the following: Lock and Dam 21 Guidewall Repairs This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal or quote or an invitation for bid. Particularly, the purpose of this NOTICE is to gain knowledge of potential System for Award Management (SAM) Database registered businesses interested and capable of performing this work. DESCRIPTION OF WORK: Work includes, but is not limited to, concrete removal, vertical concrete resurfacing; removal and replacement of armor plating on bullnose area of the guidewall (monolith 1); removal and replacement of traveling kevel rail (including fabrication of new rail); removal and installation of new checkposts; horizontal concrete resurfacing on downstream guidewall; installation of survey markers; removal and installation of tow haulage unit (THU) slabs and fairleads; installation of concrete sidewalk. Contract options may include removal and replacement of handrail along guidewalls and placement of riprap. SOURCES SOUGHT: The work involved for horizontal and vertical concrete resurfacing and replacement of the armor plating requires several areas of specialized construction, and sufficient resources and expertise. Portions of the work may be scheduled from December thru March, which will require working in the elements without schedule considerations for cold weather, and additional effort to prevent equipment from getting iced in. There are significant requirements for cold weather concrete placement and curing. There will be localized cofferdams that will need to be designed, installed, dewatered and maintained by the Contractor. The use of floating marine plant and crane will be necessary to work on the vertical guidewall. SUBMISSION DETAILS: All interested, responsive and responsible System for Award Management (SAM) Database registered small businesses are encouraged to participate in this market research by emailing the required information below to the point of contact listed above. Interested businesses must be registered in the System for Award Management (SAM) Database at www.sam.gov. Email submissions are required. Interested businesses shall include the following information to be considered for market research purposes. 1.Company name, address, point of contact, phone number, email address and cage code 2.Capabilities Statement indicating the contractor can meet the requirements within specified scope. 3.Company's interest in bidding/proposing on the solicitation when issued. 4.Company's business category and size. 5.Company's capability to perform a contract of this magnitude and complexity, include comparable work performed to include: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project- provide at least three (3) recent examples. Past Performance Questionnaire (Form PPQ-0), found as Attachment A, can be used to assist with providing a company's capabilities. However, the use of this form is not required. PLEASE SHOW CAPABILITES IN ADDRESSING AND WORKING IN WINTER MONTHS. SHOW PAST EXPERIENCE WORKING IN THE ELEMENTS WITHOUT SCHEDULE CONSIDERATIONS FOR COLD WEATHER, PREVENTING EQUIPMENT FROM GETTING ICED IN AND FOR COLD WEATHER CONCRETE PLACEMENT AND CURING. PLEASE SHOW CAPABILITIES IN WORKING WITH FLOATING MARINE PLANT AND CRANES IN SIMILAR WORK ENVIRONMENT TO THIS PROJECT.
