Description
Clauses Solicitation The Contractor shall deliver one (1) new general purpose Fiber Laser Multi-Axis Machining (FLMAM) system workstation for laser welding to the US Army Research Laboratory (ARL), Aberdeen Proving Ground (APG) Maryland. Unless mentioned otherwise "the system" refers to FLMAM system.The FLMAM system shall conform to all of the following minimum requirements: 1. The Contractor shall ensure the system is capable of laser welding and laser cutting of test parts. 2. The Contractor shall ensure the system includes linear motor-driven X & Y-stages, a ballscrew-driven Z-axis, a servo-driven rotary stage to manipulate test parts. 3. The Contractor shall ensure the minimum axis travel is 400 millimeter (mm) in X axis, 200 mm in Y and Z axes respectively. 4. The Contractor shall ensure the system includes a fiber laser that produces a beam with an average power of at least at least two (2) kW continous wave output. The Contractor shall ensure the fiber laser is upgradable to an average power at least at least five (5) kW continous wave output. 5. The Contractor shall ensure the system Feeding fiber diameter is a maximum of 100 micron (μm) with the fiber coupler mounted inside of the laser chasis. 6. The Contractor shall ensure the process fiber is not greater than 150 μm. The chasis system shall include a water to air chiller. 7. The Contractor shall ensure the cooling capacity of the system chiller is at least five (5) kW. 8. The Contractor shall ensure the system includes a welding head that meets the following requirements: • Working Distance: 300 - 600 mm • Theoretical Spot Size: maximum 400 μm 9. The Contractor shall ensure the system includes a cutting head with the following minimum requirements: • Working Distance: 150 - 300 mm • Theoretical Spot Size: maximum 325 μm 10. The Contractor shall ensure the system includes a coaxial viewing system with necessary software with crosshair generator integrated into laser head that displays video feed of the part positioning on a dedicated monitor. 11. The Contractor shall ensure the machine base of the system is fabricated of steel with maximum dimensions of 90 inches (") Height (H) x 90" Width (W) x 90" Length (L). 12. The Contractor shall ensure the machine base of the system includes adjustable vibration isolation mounting pads. 13. The Contractor shall ensure the motion system of the system includes a linear motor driven X and Y stages with minimum 500 mm X travel distance and minimum 300 mm Y travel distance. 14. The Contractor shall ensure positional accuracy of the motion system is a maximum of +/- 8μm per linear axis and repeatability maximum of +/- two (2) μm per linear axis. 15. The Contractor shall ensure maximum linear velocity of the motion syatem is one (1) m/sec or more. 17. The Contractor shall ensure the system includes a rotary driven stage with the following requirements: • Servo driven • 360 degree range of motion • Horizontal and vertical tilt adjustment. • Rotational Accuracy: at least 200 arc-sec • Velocity Range: 0 to 30 rpm. 18. The Contractor shall ensure the system includes a Class one (1) Laser Safety Enclosure with the following requirements: • a horizontal manual front door with at least 30" wide opening • interior lighting • interlocks and safety guarding and shall have laser safety-viewing window for fiber laser wavelength 19. The Contractor shall ensure the system includes a computer numerically controlled (CNC) industrial motion controller with an LCD touch screen. 20. The Contractor shall ensure the CNC controller includes appropriate software with Windows-based interface 21. The Contractor shall ensure the system CNC controller shall have laser power adjustment proportional to welding speed 22. The Contractor shall ensure the system includes the following operator control requirements: • Swing arm mounted control console with a flat screen monitor • Buttons to stop the cycle and toggle the red aiming laser. 23. The Contractor shall ensure the system includes a regulator and electronic flow switch for controlling welding and cutting cover gas that is programmable via man machine interface (MMI) and numerical control (NC) code. 24. The Contractor shall ensure the system includes a fume extractor for removing hazardous fumes from the cell that is capable of handling volatile fumes and sparks at a minimum 75 cubic feet per minute. 25. The Contractor shall ensure the system includes an air exhaust duct for exhausting smoke and debris. 26. The Contractor shall install the system at the US Army Research Laboratory (ARL) and provide training for eight (8) personnel to run the system. Non Routine access: 27. The Contractor shall request visit access to the Government facility for a specified date, for the initial FLMAM System installation and all non-routine service maintenance related access to the Materials Manufacturing Technoogy Branch (MMTB) Laboratory. 28. The Contractor shall not require a National Agency Check with Inquires (NACI) clearance or higher for the contract performance. 29. The Contractor shall follow the APG visitor guide, at http://www.arl.army.mil/www/pages/44/VG_APG.PDF, to obtain MMTB Laboratory facility building pass, upon confirmation of personnel facility visit access, 30. The Contractor shall return the building pass to the TPOC upon completion of non-routine MMTB Laboratory facility performance 31. The Contractor shall receive access to Government-controlled information systems during the initial FLMAM System's installation to ensure successful operability if necessary. Installation and Training: 32. The Contractor shall install the system at the location identified by the TPOC after contract award. The Contractor shall perform initial tests and power checks to verify the FLMAM System's functionality, as it was prior to shipment from the Contractor. 33. The Contractor shall set-up the FLMAM System's by aligning and focusing the laser beam at the working distance upon completion of operable testing and verification. 34. The Contractor shall perform an official "On-Site" FLMAM System certification and ensure the system is fully operational.
