- Solicitation Number: 17 Nov 2015 W911QY-16-D-0009 Notice Type: Special Notice Synopsis: Introduction: The Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, Ft Detrick, on behalf of the Joint Program Executive Office - Medical Countermeasure Systems, Joint Project Manager Critical Reagents Program (JPM -CRP), intends to negotiate and award a single firm fixed price indefinite delivery/indefinite quantity (IDIQ) contract on a sole source basis to BioFire Defense LLC located at 390 Wakara Way, Salt Lake City, UT 84108, by authority 10 USC 2304(c)(1) in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. BioFire Defense LLC is the manufacturer of the RAZOR EX and owns the proprietary data associated with the production of these pouches. It is determined that no other source is capable of performing the effort necessary to meet the agency's requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 1. Description of the supplies required to meet the agency's needs: This action is for a single Firm-Fixed-Price Indefinite Delivery/ Indefinite Quantity (IDIQ) contract with BioFire Defense, Inc. for the manufacture and delivery of RAZOR EX Screening Pouches containing CRP assays for use in the RAZOR EX system. The variation between minimum and maximum lot sizes are based upon the historical usage fluctuations. The award will contain a Base ordering period with three additional option ordering periods. The requirement consists of the following: Base period (2016) CLIN 0001- RAZOR Reagent Pouch Min Qty= 88, Max Qty = 352 Option Period 1 (2017) CLIN 0001- RAZOR Reagent Pouch Min Qty= 88, Max Qty = 352 Option Period 2 (2018) CLIN 0001- RAZOR Reagent Pouch Min Qty= 88, Max Qty = 352 Option Period 3 (2019) CLIN 0001- RAZOR Reagent Pouch Min Qty= 88, Max Qty = 352 Interested parties may identify their interest and capability by sending responses to this requirement to the Army Contracting Command - Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via e-mail to primary POC listed below no later than 3:00 p.m. EST on 2 December 2015.
