- INTRODUCTION The Naval Air Systems Command, Aircraft Support Contracts Department (AIR 2.5.1.11), Zone 2, Patuxent River, MD is seeking to issue a Sources Sought for the components to support ongoing video encoding and decoding operations of completed Delta Digital Video or authorized Resellers of Delta Digital Video High and Standard Definition Video Encoder/Ground Codec Systems. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This Sources Sought is a market research tool being used to determine potential and eligible business firms that are capable of providing the supplies described herein prior to determining the method of acquisition and issuance of a Request for Quote. This sources sought will also be utilized to determine if any Small Business Set-Aside opportunities exist. The PSC for this requirement is 5821. The NAICS code for this requirement is 334290, with a size standard of 750 employees. All interested businesses are encouraged to respond, but only those businesses or teaming arrangements that are considered small under 334290 will be considered for small business set-aside decisions. If/When a synopsis is released; it is anticipated to be synopsized via the Federal Business Opportunities. It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. ANTICIPATED DELIVERY - Anticipated delivery is 90 days ARO after award. PROGRAM BACKGROUND AIR-5.2.9 is the Air Vehicle Modification and Instrumentation (AVMI) Division for NAVAIR. AIR-5.2.9 designs, develops, builds, installs, calibrates and provides operational support of flight test aircraft instrumentation and telemetry systems. AVMI provides airborne video data support at Patuxent River and airborne mission system T&E software loads at China Lake. They maintain in-depth knowledge of flight video/data recorder technology developments and the flight/video recorder industrial base. This includes insight into technologies that individual companies are focused on and their technical and production capabilities. AVMI representatives maintain this knowledge through routine review of industry journals, attendance at industry symposiums, and periodic visits to industry facilities for briefings on companies Internal Research and Development (IRD) efforts. REQUIRED CAPABILITIES The Contractor shall provide seven (7) Delta Digital Video High and Standard Definition Video Encoder/Ground Codec Systems where the Encoder is a 2 channel Airborne Encoder unit and the Codec is a ground-based (non-airborne) 2 channel Encoder/Decoder unit. The system must be capable of simultaneously encoding two channels of video with resolutions up to 1080p. The system shall provide Ethernet and synchronous serial transport interfaces along with multi-format metadata interfaces. The system shall be capable of both Serial or Telnet control and provide a web-GUI for setup. The system shall be capable of simultaneously decoding 2 channels, including audio. The systems are being procured to support Aircraft Separation Video System (ASVS) Flight Testing on F/A-18, & MH-60's. Position requirements (including minimum qualifications) are provided in the attached "DRAFT" Government Specification. The Contract Type is anticipated to be a Firm Fixed Price (FFP). PLACE OF DELIVERY: NAS Patuxent River, MD, FBO Destination SUBMISSION DETAILS Interested businesses shall submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 12 point.) demonstrating their capability to deliver seven (7) Delta Digital Video High and Standard Video Encoder/Ground Coded Systems that include: P/N 830-900101-02 (Qty. 7), 902-200012-01 (Qty. 7), 830-900099-10 (Qty. 7), 902-200011-01 (Qty. 7) 90 days ARO after award. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address. The documentation must address, at a minimum, the following: (1) Provide the type of work your company has performed in the past 3 years in support of same/similar requirement(s), Cage Code and DUNN's number. Include information such as contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical supplies described herein; (2) Company's ability to begin performance upon contract award.
