- ISP Requirements document Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation ("solicitation" hereafter), which is expected to result in award of a firm-fixed-price contract for providing reliable ISP satellite solution, as per the attached specifications. The solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the solicitation; (2) that submits the proposal with the lowest total evaluated price (TEP) inclusive of the option year, provided that the TEP is not unbalanced and is fair and reasonable; and (3) Past Performance. The Government reserves the right to award without discussions or make no award at all. The costs of proposal preparation are not reimbursable in the event the Government does not make an award resulting from this solicitation. (ii) Solicitation #SOL-306-16-00010. This solicitation is issued as a request for proposal (RFP). (iii) This solicitation document and the incorporated provisions and clauses by this reference are those in effect through Federal Acquisition Circular 2005-83. (iv) No set asides are contemplated for this award. The NAICS code is 517410. (v) Please see the attached document titled "ISP Requirements" which describes this requirement. Proposals consisting of something other than the services described in the requirement document will not be considered for award. (vi) Requirement Description: This requirement is for Reliable ISP satellite solution as described in the attached requirement document. (vii) Date and place of delivery and acceptance and FOB point: The period of performance shall begin On January 15, 2016 and shall continue for one year with an option for second year extension. Delivery Address/Destination: AMERICAN EMBASSY C/O USAID AFGHANISTAN ATTENTION: PROCUREMENT DIVISION MASOOD SQUARE KABUL, AFGHANISTAN (viii) FAR 52.212-1, Instructions to Offerors - Commercial, is hereby incorporated into this solicitation by this reference and applies to this acquisition. (ix) FAR 52.212-2, Evaluation - Commercial Items, is hereby incorporated into this solicitation below and applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical compliance to the requirement - The ISP satellite solution proposed must match the specification in the attachment titled "ISP Requirements" as described in paragraph (v) and (vi) of this solicitation; 2. Total Evaluated Price 3. Past Performance Selection will be made on the basis of the lowest price technically acceptable source selection process. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, is incorporated into this solicitation by this reference and applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, is incorporated into this solicitation by this reference and applies to this acquisition. The following FAR clauses cited under FAR 52.212-5(b) are hereby incorporated into this solicitation by this reference and are applicable to the acquisition: (1), (2), (3), (8), (9), (28), (29), (31), (32), (33), (34), (42), (46), and (52). (xiii) FAR 52.217-5 Evaluation of Options (July 1990) - Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (xiv) The following FAR provisions are incorporated into this solicitation by reference and are applicable to this acquisition: 52.204-16 Commercial and Government Entity Code Reporting (Jul 2015) 52.204-18 Commercial and Government Entity Code Maintenance (Jul 2015) 52.209-7 Information Regarding Responsibility Matters (Jul 2013) 52.222-56 Certification Regarding Trafficking in Persons Compliance Plan (Mar 2015) 52.225-19 Contractor Personnel in a Designated Operational Area or Supporting a Diplomatic or Consular Mission Outside the United States (Mar 2008) (xv) The date, time and place offers are due: Proposals must be received not later than 6:00 pm, Eastern Time, on November 30, 2015. Offerors shall submit an electronic proposal via KabulAIDEXO-procurement@state.gov and mabera@usaid.gov.
