- This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. General Project Description: The Monarch Chesterfield Levee District levee in the Chesterfield Valley is located in westernmost St. Louis County, Missouri, within the boundaries of the City of Chesterfield and a small portion southwest in the City of Wildwood. Various projects to raise and/or improve the levee have been completed in recent years. The proposed Watershed 4 Pump Station No. 4-2 will be located near the middle of the levee district, slightly northeast of where Long Road crosses I-64. The pump station will be located at Latitude - 38 degrees, 40 minutes 25.30 seconds North, Longitude - 90 degrees, 36 minutes, 28.50 seconds West. There is an existing pump station adjacent to the levee approximately 140 feet to the east of proposed site. A.) Work Statement - Watershed 4 Pump Station No. 4-2: The pending work required herein consists of furnishing all plant, labor, equipment, and material, and performing all operations necessary for construction of an H-pile founded reinforced concrete pump station with entrance channel, exit channel, access roads, parking area, revetment, cast iron sluice gates, steel discharge pipes and reinforce concrete (RCP) drainage pipes, sheet pile cutoff walls, surface and subsurface discharging relief wells, providing underground electrical power to the station and other appurtenances. In addition, Contractor-designed mechanically stabilized earth (MSE) walls which extend from the pump station to the entrance channel will be required. The work will require the construction contractor to coordinate with two utilities, a) Electrical - Ameren Missouri to provide power to the pump station b) Water - Public Water Supply District No. 2 of St. Charles County, since construction and excavation will occur in the vicinity of their existing water main. The work requires excavation for the pump station foundation, for widening the existing entrance channel, for establishing an exit channel, and as subbase preparation for required revetment. A dewatering system for the pump station excavation may be required. Unwatering of excavations, surface water control and flood protection measures will be required during construction. In addition, placement of select embankment properly benched and compacted to backfill excavated areas, to widen a portion of the levee and to achieve finish grades on the project will be required. The pump station will consist of construction of an H-pile founded reinforced concrete structure located near the landside toe of the existing levee. The pump station will contain intake and sump chambers with trash screens, 3 axial flow submersible pumps, and 3 steel discharge pipes exiting the back of the structure, which cross up, over and down the levee and terminate with 3 saxophone shape discharges at the ends of the pipe on the riverside downstream of the existing riverside levee toe. The pump station will contain appurtenances such as handrail, ladders, bollards, curb, steps, grating, etc. A modular electrical building, located at the operating floor, with a motor control center containing including a programmable logic control system and operator interface panel will be required. As previously noted, installation of Contractor-designed mechanically stabilized earth (MSE) walls which extend from the pump station to the entrance channel will be required. Construction of gravel access roads and parking area at the pump station will be required. Installation of geotextile, bedding material and riprap will be required at the entrance and exit channels and on bank slopes. Reinforced concrete pipe (RCP) for drainage will be required at various locations. Sampling and field and lab testing of backfill placement for density, moisture, grain size, etc. will be required by the construction contractor. Sampling and field and lab testing of concrete for slump, compressive strength, etc. will be required by the construction contractor. Extensive coordination with two major utilities, Ameren Missouri and Public Water Supply District No. 2 of St. Charles County will be required throughout the duration of construction. The pump station construction completion will also require final documentation through detailed as-built drawings using CAD in both Microstation.dgn format and Adobe Acrobat.pdf format. B.) Capability Statements: Note: Under capability statements below, in addition to listing general experience specifically include a listing of any USACE projects on which you utilized the required capability, including levee projects. 1. Briefly explain the construction of the Pump Stations. 2. Briefly explain your experience of Earth Work. 3. Briefly explain varying soils. 4. Briefly explain your concrete structures. C.)
