Description
Analysis of the Real Property Exchange (RPX) and Enhance Use Lease (EUL) programs This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers -Sacramento CA. District has been tasked to solicit for and award a contract to include work that provides for an Analysis of the Real Property Exchange (RPX) and Enhance Use Lease (EUL) Programs. This proposed contract will be a Firm Fixed Price contract. The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities and qualifications of various members of Small Business, HUBZone, SBA Certified 8(a) Small Business, Woman Owned, and Service Disabled Veteran-Owned Small Business concerns to compete and perform a Firm Fixed Price Service Contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The type of solicitation issued will depend upon the responses received to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. Duration of this contract is a time award with a 30 day delivery requirement after award. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 531390. Small Business Size Standard for this acquisition is $7.5 Million. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 51% of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under the sources sought synopsis. The Contractor shall be responsible for the accuracy and completeness of all data submitted. Large Businesses are encouraged to submit packets if they are interested and can perform the requirement. If we do not have enough small business the solicitation will be released full and open. Award will be based on overall "Best Value" to the Government. Anticipated solicitation issuance date is on or about 10 Dec 2015, and the estimated proposal due date will be on or about 11 Jan 2016. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on or about 10 Dec 2015. Offeror's response to this Synopsis shall be limited up to to 20 pages and shall include the following information: •Offeror's name, address, point of contact, phone number, and e-mail address. •Offeror's interest in bidding on the solicitation when it is issued. •Offeror's capability to meet personnel requirements. •Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute comparable work performed within the past 5 years -a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) -provide no more than 3 examples. •Offeror's CERTIFICATION of 8(a) small business and Business Size, Large Business is encouraged to submit packets also. •Offeror's Joint Venture information if applicable -existing and potential Interested Offerors shall respond to this Sources Sought Synopsis no later than 3:00pm (PST) 30 NOV 2015. Scope Of Work General Analysis Requirements & Instructions: 1. The contractor must hold a valid California State Certificate as a Certified General Appraiser for the state in which the subject property is located. 2. This Statement-of-Work must be included within the addenda of the analysis report. 3. The contractor must make a personal inspection of the subject property and all of the comparable market properties used in the analyses unless specific arrangements to the contrary have been approved in writing by the Contracting Officer to the commencement of the assignment. The requirement is an analysis of the Real Property Exchange (RPX) and Enhance Use Lease (EUL) programs. The authority for RPX is Title 10 U.S. C. Sec. 18240 (Acquisition of facilities by exchange) and the leasing authority is Title 10 U.S.C. Sec. 2667 (Leases: non-excess property of military departments and Defense Agencies). The subject parcel of land is 30.61 Acres of Vacant Land at Moffett Field, located in Mountain View CA. The property is part of the former Housing Area at Moffett Field. The 63rd Regional Support Command Headquarters is located adjacent to the vacant parcel. We are required to provide the Army Reserves with an analysis of the parcel using either the RPX program or the EUL program. 4. The analysis is to be documented in a detailed narrative report format. 5. The analysis report will be reviewed for compliance with the terms of this Statement-of-Work. Findings of inadequacy, if any, will require clarification and/or correction to the report. 6. A proposed highest and best use requires showing reasonable probability that the land is both physically adaptable for such use and there is an economic need or demand for such use in the reasonably near future. The contractor's conclusion of highest and best use must be an economic use. A non-economic highest and best use, such as conservation, natural lands, preservation or any use that requires the property to be withheld from economic production in perpetuity, is not a valid use upon which to estimate the market value. 7. Color photographs and maps of comparable properties shall be included in the analysis report addenda. 8. The analysis report and all information furnished to the USACE Sacramento District, Real Estate Division, are to be considered confidential by the contractor. All requests for information concerning the analysis must be referred to the USACE Sacramento District, Real Estate Division. The general public is not an intended user of the analysis report; however, the contractor must also be aware that the Freedom of Information Act and USACE policy may result in the release of all or part of the analysis report to others.
