- PWS Sources Sought for USAR Enterprise Data Center 18 Nov 2015 The U.S. Army Reserved Command is issuing this Request for Information (RFI) to identify potential companies (sources) capable of, and interested in, providing non-personal services contract for Information Technology Support Services (ITSS). This request is for planning purposes only; it is not a request for proposals. There is no guarantee a formal solicitation will be issued by the Government as a result of responses to this RFI. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition-sensitive information contained in their response. The Government is seeking information on companies with a high degree of knowledge in Information Technology Support Services (ITSS). The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Small Business, Service Disabled Veteran-Owned Small Business Economically Disadvantaged Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestion on how the requirement could be structured to facilitate competition by and among small business concerns. Describe conditions, if any that may limit small businesses form participation. This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting completion, please feel free to contact the Mission Installation Contracting Command (MICC) Advocate for Competition Ombudsman at dean.m.carsello.civ@mail.mil. Detailed Specifications are listed in the attachment identified below: 1. Draft Performance Work Statement a. This requirement is for a one year base period and two one year option periods. INFORMATION REQUESTED TO BE SUBMITTED IN RESPONE TO THIS SOURCES SOUGHT: Interested sources shall complete the attached market research questionnaire. It is requested that interested businesses submit to the contracting office the completed market research questionnaire (no more than 10 pages in length, single spaced, 12-point font minimum). All interested firms shall submit a response demonstrating their capability to provide these services to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. NAICS Code assigned to this acquisition is 541512 with a size standard of $27.5 Million. However, respondents may identify other potential NAICS codes and the reasoning to support the recommendation. Any information submitted by respondents to this sources sought synopsis is voluntary and respondents will not be individually notified of the results of any government assessments. The Government's assessment of the capability statements received factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOB, EDWOB, HUBZone, 8(a), etc.). All interested firms that possess the capabilities addressed herein are encouraged to respond to the RFI by providing the information specified no later than noon CST 3 Dec 2015. The market research questionnaire shall be sent via email to Mr. Michael R. Wright at michael.r.wright.civ@mail.mil and Gary L. Stevens at gary.l.stevens.civ@mail.mil.
