Description
Tactical Air Control Party Modernization (TACP-M) Dismounted Program Request for Information (RFI) for Handheld Laser Target Designator / Rangefinder 18 November 2015 1. The Tactical Air Control Party Modernization (TACP-M) program develops, integrates, and acquires voice and data communications systems for TACPs supporting Army ground operations. TACP is roughly divided into 3 types of systems: a. Mounted systems includes vehicle mounted systems for mobile operations as well as systems for Communications Management System (Comms) in Tactical Ops Center environments b. Dismounted systems includes man-carried systems such as radios, computers, and laser targeting devices c. Close Air Support System (CASS) software is used across the TACP family of systems TACP systems are integrated from Commercial off-the-shelf (COTS) equipment from multiple vendors with very little hardware development. 2. This RFI is particularly related to the Dismounted Program that acquires & sustains upgraded TACP systems/capabilities for dismounted TACPs. 3. This RFI requests industry's input to address a possible near-term (≤ 5 years) technology development initiative that will deliver or enhance TACP Dismounted capabilities as described below. Please describe, in detail an existing and potential TACP related initiative that can be rapidly prototyped and disseminated to the field for operational use. 4. The TACP-M Office is interested in information for the following Dismounted Hardware. Please provide support information that covers cost, schedule and performance factors for item specified below. If cost information is not available, please provide estimation. Handheld Laser Target Designator / Rangefinder • Small (less than 200 cubic inches), light (less than 5 lbs), and ruggedized • Include internal optics to detect, track, and designate a target for weapon guidance at least 3 km • Display the designator code, laser mode, system status, range to target, and battery status to user • Rangefinder mode should detect, track, and range buildings sized 60 square meters and target at least 10 km away • Provide at least 20 minutes of designation time on a single charge • Powered by commercially available batteries or power packs • Transmit 1064nm coded laser pulses with an energy output of at least 70 mJ • Have a Picatinny rail allowing for mounted laser spot detectors or night vision devices mounted on top of the device 5. Responses by interested firms and/or Government agencies are required by 4 PM Eastern Standard Time, Friday, 18 December 2015. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. 6. Please submit all responses electronically in own specified format. Submissions should be made by email to the Contracting Officer, Mr. Christopher Linskey, AFLCMC/HBDK, (781) 225-1910, christopher.linskey@us.af.mil with courtesy copies to the Contract Specialist, Ms. Marika Trantanella, AFLCMC/HBDK, (781) 225-5485, marika.trantanella.1@us.af.mil and the Dismounted Program Manager, Capt Jeremi Viloria, AFLCMC/HBDC, jeremi.viloria@us.af.mil. Questions regarding this RFI should be submitted in writing to the Contracting Officer and Contract Specialist. Questions and answers may be posted on FedBizOps. 7. As stipulated in Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for the information solicited or recognize any costs associated with the submission of responses to the RFI. The purpose of the RFI is to provide an opportunity for industry to enhance the success of any future procurement for these products. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. By submitting information in response to this RFI, submitters consent to the release and dissemination of submitted information to any Government or non-Government entity to which the Contingency Contracting Task Force (CCTF), of the Office of the Under Secretary of Defense (AT&L), releases and disseminates the information for review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. This RFI is being used to obtain information for planning purposes only and the Government does not presently intend to award a contract at this time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
