- Commercial terms and conditions This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-RML-D-1764089 and the solicitation is issued as a Request for Quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83, Effective November 01, 2015 ( Includes FAC 2005-84 effective Oct. 05, 2015). The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 500 employees. The acquisition is being competed full and open competition. Description of the Requirement: The Tuberculosis Research Section (TRS) of the Laboratory of Clinical Infectious Diseases (LCID)/NIH requires a benchtop continuous flow hydrogenation reactor to perform high pressure hydrogen reactions safely. This instrument is specifically used in the synthesis of an M. tuberculosis screening probe, a small molecule dye attached to a substituted trehalose base molecule. The final probe is used to visualize cell replication microscopically in-vitro and in-vivo. The chemical synthesis requires the removal of a protecting group that can only be performed with the combination of high pressures and moderate temperatures that reactor will provide. The TRS requires a hydrogenation reactor system comparable or equal to the ThalesNano's H-Cube Mini to include catalyst cartridges, cartridge holder and replacement tube, pump, on-site installation and training. Minimum requirements for the reactor systems include: 1. A system that utilizes electrolysis of H2O for the production of H2 at a desired temperature and pressure. 2. System must maintain a flow through system through a catalyst bed cartridge. 3. System must use micro HPLC pump to pump reactants through the catalyst bed. 4. System must be able to maintain 100 bar of pressure under H2 atmosphere while maintaining the flow of solvents. The award will be based on the following; capability to meet the requirements, price, delivery and the best value to the government.
