Description
Draft QASP Draft PWS Request for Information The Marine Corps Systems Command (MCSC), Amphibious Vehicle Test Branch (AVTB) is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having interest in and resources to support this requirement. Industry responses to this notice may determine the Government's acquisition strategy. The Government is seeking qualified sources with specific, recent experience with Boat Operations and Maintenance Support Services or similar project experience. The Amphibious Vehicle Test Branch (AVTB) is a Department of Defense (DoD) certified test facility that offers year-round testing of amphibious vehicles. AVTB supports the Marine Corps in the development and acquisition of amphibious and combat vehicles by providing decision makers timely and accurate information regarding the effectiveness and suitability of platforms under test. AVTB is the responsible test organization under Marine Corps Systems Command (MCSC) concerning the AAV Survivability Upgrade Program (SUP), Amphibious Combat Vehicle (ACV 1.1, ACV 2.2) and Hydrodynamic Test Rig (HTR). This important project requires contractors to support water testing of the AAV SUP, ACV 1.1, and ACV 2.1 at Camp Pendleton, California, as well as other locations as assigned. Amphibious testing requires watercraft to support different elements of each test. AVTB's watercrafts are used for multiple test activities to include command and control, safety, towing, and dive platforms. The contractor shall provide a team of small craft operators/maintainers to support all waterborne activities that fall under the responsibility of AVTB. The attached PWS provides a thorough explanation of the scope of the work under consideration. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary and the Government assumes no responsibility for any costs incurred and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. If your organization has the potential capability to perform these contract services, please provide responses to the following: (1) the contractor's specific and unique experience with Boat Operations Test & Evaluation and Maintenance Support Services; (2) a reference list of related DoD Boat Operations Test & Evaluation and Maintenance Support Services contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) information related to the contractor's business size and socioeconomic status; and (4) the GSA Federal Supply Schedule contract number or other Government contract citing the applicable labor mixes that are authorized under the referenced contract. Interested parties who consider themselves qualified to perform the above-mentioned services are invited to submit responses to this Sources Sought Notice via email to Jon D.
