Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS. The Florida Army National Guard intends on awarding an open market sole source contract to DataBank, Jacksonville, Florida for ApplicationXtender software maintenance (as a product). The FLARNG currently has AppXtender licenses that are utilized and funded by three organizations within the State of Florida DMA. The contractor that provides this server and software maintenance is DataBank. Due to the fact that AppXtender is funded by 3 sources and provided by 1 vendor, maintenance agreements cannot be provided by an alternate vendor without incurring excessive startup costs for an additional server. Market research was conducted via a GSA RFQ. Based on the results of this RFQ it was determined that procuring the maintenance agreements from DataBank is a more cost effective solution than procuring from an alternate source. This notice of intent is not a request for competitive quotations; however, all responses received within the expiration date of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
