- Market Research and Sources Sought Notice for information on capability and availability of potential contractors to perform construction of FY17 Replace Jet Fuel Tanks, Patrick Air Force Base, FL. This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to construct a project to provide and set up operation of temporary fuel receipt and dispensing tanks, demolish two existing concrete underground storage tanks approximately 44' diameter by 12' high, demolish associated pumping facilities, service piping and electrical, provide civil sitework to stabilize cover for three similar size tanks to remain, remediate contaminated soil over approximately 1.5 acres by approximately 7-feet, construct an underground cut-off wall to separate remediation site from site for new construction, construct two new 10,000 barrel steel fuel storage tanks, provided and construct new pumps and pump shelter, associated piping and controls for fuel system, construct grounding, cathodic protection, lighting in accordance with environmental constraints for sea turtles, power transformer, conduit and connections, lightning protection, lightning protection, construct communications, potable water, fire water to the site, construct fire access road, construct storm water management changes and all permitting required to do the construction. Contractor shall schedule and coordinate all work such that fueling of planes continues during the construction and construction shall have to be scheduled to stand down around periodic launch activities. Contractor shall coordinate locations of its offices and facilities on site as well as those of subcontractors. Locations may not be directly adjacent to construction site. The cost of construction will not exceed $15 million. The proposed construction duration is 730 calendar days. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 237120, Oil and Gas Pipeline and Related Structures Construction, with a Small Business Size Standard of $36.5 million. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity. 4. Description of capability to perform the proposed construction, to manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and complexity, describing no more than five (5) projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). NO RESPONSES WILL BE ACCEPTED BY FAX OR MAIL. ALL RESPONSES MUST BE E-MAILED to: nathan.j.fry@usace.army.mil. Submittals are due no later than 5:00PM Tuesday, 8 December 2015. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
