Hayes. (11) Description: a. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. b. The Solicitation Number for this acquisition is W912BU-16-T-0006 and a separate attachment is issued as a Request for Quotes (RFQ). c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-84. d. This requirement is for full and open competition using NAICS code is 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance), size standard is $7,500,000.00. e. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract to have a total of eighty-two (82) ALCO model 251-C marine engine connecting rods (ALCO P/N 2170017-1) inspected and certified for use. The Contractor shall provide all labor, parts, materials, equipment and services required to inspect and certify the connecting rods in accordance with all ALCO specifications, including MI-11015C. All specifications and requirements are stated in the Statement of Work (SOW) attached to this Combined Synopsis and Solicitation. It is the contractor's responsibility to obtain the publications from FM/ALCO to assure they are using the most current information for the job. The award will be made as a whole to one offeror and award will be based on lowest price. Service Contract Act Wage Determination No. WD 05-2449 (Rev.-16) is applicable to this procurement. f. FAR Provisions and Clauses applicable to this acquisition are provided on an attached SF1449 and are incorporated in their entirety. Each offer is required to fill out and sign the SF1449 and return a signed copy along with their proposal by the closing date and time listed. g. All proposals shall be submitted electronically using the attached solicitation form, the SF1449, by 1400 (2:00 PM) EST on November 20th, 2015 to Bruce Hayes at Bruce.E.Hayes@usace.army.mil. If there are any amendments to this requirement, all amendments must be acknowledged, signed, and electronically submitted with the proposal at time proposals are due. h. (12) Place of Performance: The Government will furnish to the Contractor, the used connecting rods strapped onto pallets. All shipping and transportation fees will be at the Contractor's expense and will be shipped to the contractor C.O.D., or they can be picked up by the Contractor or his representative at Fort Mifflin Distribution Center in Philadelphia. The finished packages containing the connecting rods shall be delivered to the Fort Mifflin Distribution Center Facility at 6400 Hog Island Road, Philadelphia, PA, 19153-5098, prepaid, that is F.O.B. destination. (13) Set Aside Status: None (14) Additional Information: Questions: All questions must be sent, via email, to the Contract Specialist, Mr. Hayes, no later than 2:00pm EST on November 17th, 2015. Responses to questions will be posted on FedBizOps in the form of an amendment which will require all interested vendors to acknowledge that they have read the amendment. Each vendor package must include a signed Standard Form (SF) 30 should an amendment be posted on FedBizOps. The answers to all questions posed will be made available to all potential vendors on FedBizOps. PERFORMANCE WORK STATEMENT (PWS)/ STATEMENT OF WORK (SOW) Inspection of ALCO Engine Con-rods Requesting Agency/Section: US Army Corps of Engineers, Philadelphia District Wanamaker Bldg. 100 Penn Square East Philadelphia, PA 19107-3390 Place of Performance: Fort Mifflin 6400 Hog Island Rd. Philadelphia, PA 19153-5098 PERIOD of PEFORMANCE: Work to be completed no later than 150 days after date of contract. STATEMENT OF WORK SPARES DESIGNATION: MD-09-05-75 It is the Government's intention to have a total of eighty-two (82) ALCO model 251-C marine engine connecting rods (ALCO P/N 2170017-1) inspected and certified for use. The Contractor shall provide all labor, parts, materials, equipment and services required to inspect and certify the connecting rods in accordance with all ALCO specifications, including MI-11015C. "It is the contractor's responsibility to re-build the parts to the latest revision of the manufacturer's specifications." NOTE: Prospective venders should be aware that the ALCO part numbers listed throughout this package were those available to us at the time. The Government realizes that numbers are constantly being revised or superseded, especially with GE/ALCO now being FM/ALCO under Coltec Industries, and now Fairbanks Morse/Alco Engine Div. "It is the contractor's responsibility to re-build the parts to the latest revision of the manufacturer's specifications." NOTE: The contractor is responsible for shipping charges both for receiving the material to be refurbished, and once the material has been rebuilt and being returned to the Government. The contractor can either make arrangements with his own carrier or have the Government pick a carrier. In either event, the shipping charges shall be collect to the Contractor. Coordination for shipment of the connecting rods shall be with Richard Burns, U.S. Army Corps of Engineers, Fort Mifflin Distribution Center, at 1-215-365-5095. Any connecting rod condemned for any reason must be returned to the Government, with a written explanation of why it is being condemned. The con rod part itself must be marked in an indelibly marking "CONDEMNED". These units are Government property and are to be treated as such, no matter what the condition or status. The Contractor shall perform the following to each connecting rod assembly, making sure each cap is maintained with the same con rod and in the same orientation: (1) Completely mechanically/chemically clean the con rod assembly. Shot blast as required, (2) Visually inspect for excessive wear, overheating, gouges, nicks, etc (3) Inspect con rod and cap mating surfaces for proper fit and contact, (4) Perform a penetrant dye or magnaflux for cracks, (5) Ensure all oil holes are clear of any obstruction, (6) Perform a dimensional inspection of the crankpin and piston pin bores for diameter, taper and ovality after proper torque as specified by ALCO,(7) Inspect the parallelism between the crankpin and piston pin bore, both horizontally and vertically, (8) Inspect for straightness, bending and twisting, (9) Connecting rod bolts shall be visually inspected and crack tested, also by magnetic particle testing with special attention given to the root thread area. Bolts shall be straight to within 0.010 inches (0.254 mm) total indicator runout, and be free of thread galling, distortion or handling damage. The mating nut shall turn on freely by hand. (10) Torque bolts and verify con rod bolt elongation These requirements are to be completed in conjunction with the information provided by ALCO inspection and rebuilding specifications, requirements, and service manuals. The COR shall be notified of any additional work required on any connecting rod assembly via a Condition Report, to include recommended repairs. Repairs will be handled through a contract modification. After satisfactory inspection, reassemble each connection rod and prepare for individual packaging and shipping. Con rods failing inspection and unable to be repaired shall be banded onto a pallet and returned to the Government. Assembled connecting rods shall be wiped clean again, and preserved for long term storage with an approved preservative compound to prevent corrosion, pitting, or rusting while in storage. Tightly wrap each connecting rod assembly with moisture proof self-adhering wrapping material or placed in an extra heavy duty tightly sealed plastic bag (.008 inch thick minimum). Each connecting rod shall be packaged individually into a wooden box as outlined below. One con rod assembly per wooden box. Wooden boxes shall be Contractor provided. The wooden boxes shall be constructed from ½" thick minimum plywood and lumber, with sufficient internal shoring (nominal 2" thickness) to prevent movement of the con rod during transit. The bottom of each wooden box shall have runners of sufficient height (4" nominal) and length to allow for pickup by forklift. The top of each wooden box shall be secured by removable Phillips head wood screws to allow for periodic inspection while in storage. SPECIAL MARKINGS: Each wooden box shall be marked with the following information in at least 3/4 inch stenciled lettering, or machine type labels, highlighting the spares designation number. A. Spares Designation: MD-09-05-75 B. Description: Alco 251 Con Rod P/N 2170017-1 C. Gross weight D. Purchase Order Number (W912BU-16-P-XXXX) E. Date of Inspection All markings shall be required on the two opposite long sides of each container. SHIPPING/RECEIVING: The Government will furnish to the Contractor, the used connecting rods strapped onto pallets. All shipping and transportation fees will be at the Contractor's expense and will be shipped to the contractor C.O.D., or they can be picked up by the Contractor or his representative at Fort Mifflin Distribution Center in Philadelphia. The finished packages containing the connecting rods shall be delivered to the Fort Mifflin Distribution Center Facility at 6400 Hog Island Road, Philadelphia, PA, 19153-5098, prepaid, that is F.O.B. destination. If the packages are shipped on an open conveyance, then the packages must be tarped and protected from the elements. Delivering carrier must provide at least a 24 hour notification in advance to arrange for unloading. No deliveries will be attempted after 2:00 P.M. WARRANTY: The contractor is required to assure that each overhauled Alco connecting rod is serialized or identification number permanently marked on the casting. The contractor is required to record the serial or permanent marked number for all the con rods inspected. The contractor shall retain a record of these numbers and as well provide a complete copy of the same listing to the Technical Point of Contact, Richard J. Burns. The contractor shall certify the listing. The contractor shall offer with his proposal a warranty for parts, craftsmanship and workmanship for each connecting rod in accordance with the contract clauses. This warranty shall be retained on file in case there is a need to undertake some warranty related repairs, at a later date. The warranty shall be set up for the number of operational hours rather than days. A number of these repaired con rods will be placed into Corps of Engineers stock system and may not be pulled out and used in a timely manner. Storage periods can run as much as two years after repair, so proper preservation is essential. The assigned serial number or identification number shall be marked on the outside of each carton, with a hard card placed inside with the identification information, date and contract number. It is our intent to maintain a file of these cards when the heads are pulled for installation.
