Description
The US Army Corps of Engineers, Walla Walla District is seeking interested bidders for a construction contract titled: Little Goose Fish Ladder Window Cleaner Upgrade. The construction will occur at the Little Goose Dam in Whitman and Columbia Counties, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is estimated to be between $100,000 and $250,000. A performance bond and an irrevocable letter of credit will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $36,500,000. This sources-sought announcement is a tool to identify small businesses with the interest in and capability as well as technical experience to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A.) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include a description of any previous projects that are similar or the same as the work detailed below. Please indicate any parts of the work described in the Summary of Work below that will be performed by a subcontractor. Indicate who the subcontractor is and their experience as well. B.) A list of references for each of the projects submitted in A.) above. Include the point of contact, title, phone number and email address. C.) Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D.) Provide a statement that your firm intends to submit an offer on the project when it is advertised. E.) Provide a statement of your firm's bonding capacity. A statement from your surety is NOT required. F.) Cage Code and DUNS number. Submit this information to cynthia.h.jacobsen@usace.army.mil, Contract Specialist, via email. Your response to this notice must be received on or before 2:00 PM Pacific Time on November 30, 2016. Summary of Scope of Work: The work described herein involves upgrading fish viewing window cleaners Summary of Work: Upgrade three existing fish viewing window cleaners and one existing fish counting station window cleaner in the adult fish ladder at Little Goose Dam. The upgrade will include replacing the existing oil lubricated pneumatic cylinder and pneumatic motor on each window cleaner assembly with non-lube cylinders and motors (total of 4 cylinders and 4 motors plus a new "Brush Pivot Cylinder"). The upgrade will also include replacement of all air hoses, valves, brushes, bearings, gears, drive belts, electronic controls, electrical wiring, and electrical conduit. A new pivoting brush head assembly for the fish counting station window cleaner will be fabricated and fitted with a "Brush Pivot Cylinder". The existing structures that support the window cleaner assemblies will be reused. New guardrail for the roof of the fish viewing building will be fabricated and installed. New rigid air lines will be installed between an existing air supply header and each window cleaner assembly. Assemblies of new control valves will be fabricated and mounted to the guardrail. Minor modifications to existing walkway platform grating will be required. Training on the operation of maintenance of the upgraded window cleaners will be required upon completion of the installation at Little Goose Dam. It will be necessary for the Contractor to visit the site at the beginning of the contract for two reasons: 1. Collect field measurements for design of the guardrail and mock up of the window cleaner assemblies for shop testing 2. Removal of the existing window cleaner assemblies for transport to the Contractor's shop facility where upgraded components will be installed and the upgraded assemblies will be tested. Complete all work at the navigation lock during the month of January, 2016. Work must be completed within the specified work window in order to return the navigation lock to service in accordance with a coordinated Columbia/Snake River navigation system outage plan. Complete on-site work in close coordination with the Government lock and dam facility, and minimize outages and disruptions to operations. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1).
